1.2 SCOPE his trocedure shall apply to the review of all CPSES vendor Class IE qualification documentation.

1.3 RESMNSIBILITIES We 'RE mnager shall have overall responsibility for review and approval of equipnent qualification for CPSES. Rat responsibility has been delegated to the Supervising Engineer-Electrical and I&C.

2.0 PROCEDURE The Riviewer, to be assigned b/ the Supervising Faginect-Electrical and I&C, shall be familiar with the requirements md Irovisions of the Ibferences in Section 1.4 and have ready access to copies of thece materials. In addition, the Tuviewer obould be familiar with and have available the latest edition of the purchase specification and changes thereto for the equipment mder review. 'Ihe remainder of this instruction refers to completion of the documentation review form, ( Attachment A).

ntsnbers are not necessary) included in the specification and

' provide a brief description of its function. If equipnent is safety related, then state its safety function. Sufficient information shall be trovided to identify the equipment and correlate with the appropriate doctznentation. For example, on specification MS-0203.1, listed equipnent might include "Feedwater Isolation Valve Pneumatic-Hydraulic Operators Madel P/ N38991/Feedwater Isolation Valve Closure," thus the IE equipnent is model P/N 38991 valve oparators and the safety function is operability of the feedwater isolation valves, including operability of renote position indication l sensors.

2.1.5 Qualification Method Identify the nethod or methods used to establish qualifica-tion. Nfer to section 5 of Def.1.4(a) for acceptable methods of qualification.

When more than one review fom applies to a given specification, they tall be identified. For example, if specification MS-34 required 3 separate review forms, they diall be identified under item A.1 of Attachment A, as MS-034 (1 of 3) MS-034 (2 of 3), and 16-034 (3 of 3).

2.1 EQUIEMENT/DOCIMENTATION IDENPIFICATION Part A of Attachment A, identifies the equipment and the applicable documentation.

Specification Number Identify the specification ntaber Wn available, or Westinghouse identifier ntaber, for the equipnent under review, e.g. ES-010, MS-600, M3-0208.1, etc.

2.1.2 Vendor Vendor refers to the Erimary equipnent vendor. If some components of the equipnent were purchased frcra subvendors and qualified separately by the subvendor, then the subvendor sinuld be indicated next to the appropriate document entry under item 3.

2.1.3 Applicable Qualification tbcuments All vendor submitted documents required to establish the final equipnent qualification shall tw listed including the revision level of each document (as applicable). 'Ihe.ie shall include qualification plans, qualification reports, seimnic plans, seismic reports, subvendor qualification reports, or, other doctnentation as appropriate. '1he revision level of the equipnent Qualification ciecklist shall be identified

i 2.2.1 Specified 14uitment 1

Each type or category of equipment to be covered by the documentation shall be explicitly addressed in the reports to assure the auditable link required by Section 6.3.1.1 of

! Reference 1.4(a) and to verify that all CPSES equipr.ent has been qualified as desired.

2.2.2 CPSES Parmeters

' Assure that the documentation incorporates and envelops the CPSES parmeters. See Table 3.11B-2 of Ref.1.4(d) the

! required service environments for both normal and accident conditions. De service parmeters on which the qualified life is based must envelop the CPSES normal parameters and the maximum qualified accident environment must envelop the CPSES abnormal / accident parmeters.

j 2.2.3 Auditable Link As required by Ref.1.4(a) the documentation must establish a traceable link between the actual equipnent qualified and CPSES equipment to assure applicability of the qualification.

2.2.4 Oualified Life ne qualified life determined by the qualification trogram nust be explicitly stated and the aging progem must justify and s2ppet the stated life.

2.2.5 Walification Method me qualification methods and testing sequences (if type tested) shauld conform to the requirenents of Ref.1.4(a) or any deviations should be justified. See Section 5 of Ref.

1.4(a) for acceptable qualification methods. For equipnent I that is type tested, the test sequence should conform to the recomneniations of Sections 6.3.2 of aef.1.4(a). If the test sequence deviates from Ref.1.4(a) reu.a.-dations, then then the methods used must be justifiai as the most severe for the equipnent tested.

If specific acceptance criteria is defined and not meeting one of these is considered a failure, sufficient criteria is provided.

2.2.7 01alification bv 'ivpe Test If the equipment under review should be exposed to the severe environmental extranes of a DBA (IDCA or HEIB) then qualification should be by type test to conclusively demonstrate operability.

2.2.8 Operability

'Ihe qualification program should demonstrate the equipment's operability for the service environment ard time period required for the equipment to fulfill its safety-related function or otherwise desired function if not safety-related. See Table 3.11B-2 of Ref.1.4(d) for

operability requirements and service environment.

2.2.9 Margin For all environmental parameters the margin incorporated into the qualification parameters in excess of the service parameters specified in hf.1.4(d) should be defined. See section 6.3.1.5 of Ref.1.4 (a) for recG, wended levels of margin to be gplied.

2.2.10 Installation and munting

'Ihe installation and mounting requirements should be specified in the doctmentation to assure that the as-built configuration will rut canpromise the qualification. If the actual as-built installation differs fran that used for the qualification tests (or assumed for m malysis) then

, doctmentation shall be required to demonstrate that the deviation does not invalidate the qualification.

2.2.12 7qing The qualification nust address the effects of age on the equipment's performance, and provide assurance that the equipment is capable of performing its required function in the end-of-life condition. See section 6.3.3 of Ref. f.4(a) for acceptable aging methods. If accelerated aging techniques were used as part of a type test program, then the methodology must be justified cn the basis of the expected service conditions. Questions 12.a through 12.f refer to accelerated age conditioning aid are self-explanatory.

2.3 CHECKLIST REMARKS Explanation and justification'for any negative or rot applicable respnses to the checklist shall be provided.

Reference the appropriate document and page to support or further explain the remarks, if possible.

Any additional axtments or clarifications necessary to sufficiently sunmarize and assess the adequacy of the qualification p ogram shall be noted.

2.4 QUALIFICATION 00NTINGENCIES (Part C of Attachment A)

Any operating, maintenance, or construction requirements as specified in the qualification doctnentation that must be met to maintain the equipnent's qualified status should be briefly sunmarized with reference made to the appropriate

Reviewer shall fill out the information as applicaole.

1. Operability - Operabilicy is described for those accidents that directly affect the equipr.ent being described. Ebr example, equipt.ent located inside containment would be directly affected by IIXA, MSLB, FLB, or a seicmic event.

Epipment in the control room, however, g would only be directly affected by.a seismic event.

2. Demonstrated - Figures for the actual test conditions /

qualification envelopes are to be taken from the referenced documents.

l 2.8 FILE AND DISTRIBUTION After completion and a final review, the original of the doctrnentation review form shall be retained in the qualifi-cation doctznentation files by the TNE Supervising Engineer -

Electrical and I&C.

  • A qualification documentation package (a package shall consist of the original certificaticri produced per TNE-DC-16, a copf of the documentation review form Iroduced for this procedure and other qualification doctznentatial as applicable) shall be transmitted per Procedure 'INE-AD-4 for retention to the TUGOO Operations Record Center usirg the transmittal form shown in Figure 1.
