Gentlemen:
Subject: NRC:RI Special Inspection Report 50-317/87-09
This transmits the March 26-30, 1987 resident inspection findings by Mr. T. Foley
at the Calvert Cliffs Nuclear Power Plant, Lusby, Maryland. Those findings were
based on observation of activities, interviews, and document reviews, which have
been discussed with Mr. Lemons of your staff.
This inspection identified two apparent violations, one of which resulted in all
-
trains of emergency core cooling systems and containment spray systems being ren-
dered inoperable with the reactor at power.
Furthermore, the full significance
of this event was not addressed in your Licensee Event Report Number 87-05.
We consider these apparent violations to be serious and are considering. further
enforcement action. Consequently, we have scheduled an enforcement conference on
April 28, 1987. At this meeting you should be prepared to discuss the circum-
stances surrounding this event and your corrective action to prevent recurrence
of problems of this nature.
