Oyster Creek Nuclear Generating Station Docket No. 50-219 IE Bulletin 84-02 The attachment to our letter dated July 18, 1984 contained our response to the subject bulletin.
In our response to Item la of the bulletin we stated that all normally energized and normally de-energized nylon spool HFA relays in safety-related applications, other than for reactor trip, would be replaced by the upgraded GE Century Series relay during the current Cycle 11R refueling outage.
At this time, we are proposing to defer the replacement of the nomally de-energized HFA relays until the next (Cycle 12R) refueling outage.
During the 1983-84 Cycle 10R refueling outage all nomally energized and nomally de-energized Lexan and nylon spool HFA relays in Reactor Protection Trip Systems were replaced. Also, all nomally energized and normally de-energized Lexan spool HFA relays in other safety-related applications were replaced during the 10R outage.
The relays still to be replaced are one hundred and fifteen (115) DC excited nylon spool HFA relays in safety-related applications. We intend to replace 18 of these relays, which are nomally energized, during the current 11. outage. We propose to replace the remaining 97 relays, which are nomally de-energized, during the Cycle Ett outage currently scheduled to comence in April 1988.
We believe the following infomation provides adequate justificat.fon for our proposed deferral for replacement of the nomally de-enerr,12ed nylon spool DC excited HFA relays in safety-related applications other than reactor trip:
- There have been failures of nomally energized relays.
However, we have not been able to document any failure of a normally de-energized HFA relay, AC or DC excited, om,1%'h'.

. - The systems / components which contain the subject nylon spool nonnally de-energized DC excited HFA relays are the Core Spray System, Automatic Depressurization System, Containment spray System and the 4160V switchgear.
- All of the subject relays, except for those associated with the 4160V switchgear and the Containment Spray Static Test, are functionally tested quarterly.
The 4160V switchgear relays are functionally tasted once each refueling outage.
The Containment Spray Static Test relays ace not tested.
As Item la of the sublect bulletin stated that the entire replacement program should be completed within two yesrs from the date of the bulletin, we request NRC concurrence with the acceptatility of our proposed deferral.
