IGSCC INSPECTIONS - RffUEL 8/ CYCLE 9 REFUELING OUTAGE RE:
JAMES A. FIT 7 PAW ICK NUCLEAR POWER PLANT (TAC 69162)
Your submittals dated November 10,1988 (JPN-89-061 and 88-062) infonned us that, during the current refueling outage, a total of 92 welds in the reactor coolant system pipino were ultrasonically inspected by personnel cualified in accordance with the EPRI-BWROG train'.ng program. Nine welds with IGSCC indications were repaired using weld overlays; two welds which had previous IGSCC indications were inspected, found not to contain IGSCC, and will continue to be monitored in the future; four welds with IGSCC indications were evaluated and found to be acceptable; three of the six bi-retallic welds in the PHR loops that contain Inconel 182 weld butter were inspected with no IGSCC indications fourd; and nine safe-end to nozzle welds were inspected with no !GSCC indications found. All of the welds which were previously overlayed were reinspected and found to still rcet the full structural or standard design requirements without the need for additional overlays. However, the three weld overlays applied to the "B" Core Spray loop during the 1987 refuelino outage were not inspected, since you have.nade a comitnent to replace the piping during the 1989 mid-cycle maintenance outage. Also during the 1989 mid-cycle maintenance outace, you have comitted to inspect welds 28-33, 28 11? And 28-37.
Additionally. your letter of October ?1,1988 transmitted infomation t
concerning two IGSCC cracks found in the heat affected rene of a weld in the downtomer of the
'8" Core Spray loop inside the reactor vessel. A descriptien of the location, orientation, repr.ir methed used, results of this and other I
in-vessel inspections, stress analysis related to the Core Sprav repair, and safety evaluation were provided.
Based on our review of the infonration you provided and the intended use of the Hydrogen Water Chemis:ry System during Cycle 9, we find that the inspections anc repairs that were performed, as well as the cra:k growth analysis date that was f uteitted, reet the guidelines of Generic Lv tter 08-01.

Your submittals dated November 10,1988 (JPN-88-061 and 88@2) infonned us that, during the current refueling outage, a total of 92 eelds in the reactor coolant system piping were ultrasonically inspected by personnel qualified in accordance with the EPRI-BWROG training program. Nine welds with IGSCC indications were repaired using wid overlays; two welds which had previous IGSCC indications were inspected, found not to corsain IGSCC, and will continue to be monitored in the future; four welds with IGSCC indications were evaluated and found to be acceptable; three of the six bi-retallic welds in the RHR loops that contain Inconel 182 weld butter were inspected with no IGSCC indications found; and nine safe-end to nozzle walds were inspected with no IGSCC indications found. All of the welds which were previously overlayed were reinspected and found to still meet the full structural or standard design requirements without the need for additional overlays.
However, the three weld overlays applied to the "B" Core Spray 1000 during the 1987 refueling outage were not inspected, since you have made a comitment to replace the piping during the 1989 mid-cycle maintenance outage. Also during the 1989 mid-cycle maintenance outage, you have comitted to inspect welds 28-33, 78-11? and 28-37.
Additionally, your letter of October 21, 1988 transmitted information concerning two IGSCC cracks fcund in the heat affected zone of a weld in the downcomer of the "R" Core Spray 1000 inside the reactor vessel. A description of the location, orientation, repair method used, results of this and other in-vessel inspections, stress analysis related to the Core Spray repair, and safety evaluation were provided.
Rased on our review of the infomation you provided and the intended use of the Hydrogen Water Chemistry System during Cycle 9, we find that the inspections and repairs that were performed, as well as the crack growth analysis data that was submitted, meet the guidelines of Generic Letter 88-01.
Therefore, we conclude that the FitrPatrick facility car be safely returned
