The report indicates that no deficiencies were identified during the exercise.
Of the areas requiring corrective action from the previous exercise, 22 of 27 were corrected. A schedule of corrective actions is included in the exercise report which addresses the current areas requiring corrective action.

Final Exercise Report of the November 17, 1987, Exercise of Offsite Radiological Emergency Preparedness Plans for the Calvert Cliffs Nuclear Power Plant Attached are two ccpies of the final exercise report of the November 17, 1987, exercise of the offsite radiological emergency preparedness plans site-specific to the Calvert Cliffs Nuclear Power Plant. This was an unannounced full parti-cipation exercise with the State of Maryland and Calvert, Dorchester and St. Mary's Counties. This final exercise report was prepared by the Region III office staff of the Federal Emergency Management Agency.
There were no deficiencies identified during this exercise; however, there are several areas requiring corrective actions. A schedule of corrective actions is included in this report. There were 27 areas recommended for corrective action as a result of the last offsite radiological emergency preparedness exercise on September 10, 1985. Twenty-two of those were corrected at this exercise.
Based on the results of this exercise, the offsite radiological emergency plans and pretaredness are adequate to provide reasonable assurance that appropriate measures can be taken offsite te protect the health and safety of the public in the event of an accident at the Calvert Clif fs Nuclear Power Plant, and the 44 CFR 350 approval granted on August 8, 1985, remains in effect.

SUMMARY
STATE ACTIVITIES Overall recponce capabilities at the State EOC were effectively and professionally demonstrated.
Of cpecial note was the excellent support demonctrated by the Governor and his staff during this exercise.
Several Governor's r'rresentatives participated and/or observed throughout the exercice.
The Governor, himcelf, made a
personal visit and participated by declaring a
mock State of Emergency.
The public information function at the State EOC was vastly improved over prior exercices.
In keeping with current policy the State did not take an active role in directing and coordinating the activation of the Alert and Notification (Sireno and EBS) System.
In order to encure that public alerting and notification is accompliched in a timely and uniform manner, it is recommended that State officiale concider taking a more active role in the process starting by amending the plans to include specific situatione requiring cyctem activation, such as to announce to the public protective actionc or changen in protective actione.
The ccenario was adequate to verify and tect the capabilitiee of State and Calvert County decision makere and emergency recpondere.
Minimal recponse actienc were required of Dorcheeter and St. Mary'e Counties and ceveral field activity locatione.
Both the Countiec were profeccionally staffed and ready to carry out their accigned duties but were never really tected during the exercice.
Scenario developere and/or exercise plannere chould incure that enouch action ic generated at all levele to justify the time and effort cpent in preparing for an exerciee.
The Joint Information Center in Prince Frederick ie outside the 10-mile EPZ and is adequate to function during an emergency and l
can acconnodate all media representatives.

Such high level participation enhances the State's commitment to emergency response and ensures decision maker familiarity with the plan in the event of a real incident.
The procedures for the air sampling teams must be reviewed and changed to reflect proper monitoring techniques.
Members chould also be provided additional tr aining in radiological exposure control.
Detailed prob 3en arcac are noted in the body of the report.
Overall, the Agricultural Sampling Team in voll traine* and knowledgeable in propx. tampling and expecure control proceduree.
However, due to the termination of the exercice, the teams full range of capabilition was not teeted.
In future exercicee the agricultural campling team chould be given
=ufficient time to accomplieh its miec)on.
The Maryland St:te Police demonctration of accece and traffic control was profeceional.
The scenario did not allow for the activation of all traffic and accece control pointe in St. MSry'e County.
Therefore a complete evaluation of thic function could not be accompliehed.
CALVEFT COUNTY ACTIVITIES Emergency Operatione Manecement at the Calvert County EOC wac 1
excellent.
Dircuccions of plant conditionc and how thece conditione could ultimately affect county reeidente were held with all etaff memberc, the Emercency Menagement Coerdinstor and County elected officiale participating.
The County hac recently opened an outetanding emergency operatione center.
Once inctallation of new ecemunicitione equipment in completed, the facility will enhance the overall recponse efforte and information flow.
The alert and notification cyctem (cirene and EE5) was activated on three cepsrated occacione and at each activation wac cenpleted within appropriate time frames.
It ie reconmended that thic ryetem be uced whenever protective actione are brinc provided to the public.
County field monitorinc tenne were well trained, both iri monitoring proceduree and radiological expocure control.

The overall performance of the County EOC staff wac euperlative.
The scenario tested areas of earlier inadequacies decpite the limited exercice play that excluded protective actione and public alerting elements.
ST. MARY'S COUNTY ACTIVITIES Overall management of the ciculated emergency vac effectively a ccorapliched by the Precident of the Board of County Commiccionere with professionni support from the Director of Civil Defence and staff membere of the emergency recponee team.
Several areac that could use improvement have been included in the body of the report which will adminictratively enhance the already excellent reeponse capabilitiee of the organisation.
The scenari:0 did not provide eufficient evente to adequately teet the et Ef*c obvious talente in an energency recronee eituation.
The regietration and mace care of evacueen wae well denenetrated.
Peplacement clothing wae not available and no agency claimed the recroncibility for ite provicion.

The scenario begins with Unit one powering down to a hot shutdown condition due to Renctor Coolant System (BCS) leakage greater than ten gallonc per minute from an unidentified source.
Unit Two le in the 21st day of a refueling outage with fuel movement and other outage-related activities in progrene.
At Scenario Time
- 0000, a
fuel aceembly is tipped over in the core, caucing the implementation of AOP-6D and the declaration of a plant Alert condition.
This fuel handling incident results in the releace of cap activity from the pine of the affected aceembly.

STATUS OF PRIOR PROBLEM AREAS EXERCISE HELD, SEPTEMBER 10, 1985 MARYLAND STATE EOC 1.
The State EOC never received direct notification from the utility of the General Emergency.
It wae not until 0920 that the State was made aware of the General Emergency through the State Police contacting their communications center.
Attempte by the EOC to communicate. with the plant by radio and commercial telephone received no recponce from the utility.
Confirmation from Calvert County did not occur until 0930.
Communicationc equipment redundancy is excellent.
- However, a workable policy chould be developed between the parties regarding notification procedures when the dedicated phone (red phone) le not operational.
Corrected.
Procedurec for usine the backup radio were euccennfully demonstrated when the dadicated phone (red phone) again experienced a failure, being out of operation for about 40 minutee.
The communicatione etaff promptly re-eetablished the link ucing the backup radio, and notified operations.
