This
refers to the
routine safety
inspection by Messrs.
W.
Bateman,
J. Wechselberger, and W.
Baunack during the period of January 16 through
March 8,1987 at the Oyster Creek Nuclear Generating Station.
The inspections
consisted of document reviews, interviews, and observations of activities as
documented in the enclosed inspection report. The findings were discussed with
you and other members .of your staff at the conclusion of the inspection.
Within the scope of this inspection, no violations were identified.
We acknowledge receipt of the December 19, 1986 response to Violation B cited
in the Notice of Violation (Appendix A) to Inspection Report 50-219/86-12.
In
the response it was stated the cause of the violation was identified as a con-
tractor at the Oyster Creek site performing incomplete work. As discussed in
the Enforcement Conference held September 12, 1986, it was the NRC's position

that, in addition to the contractor control problem, there was an equally
'
significant problem involving a failure of GPUN to assure the quality of the
work.
In the stated corrective action it appears this problem is recognized
and is being addressed. Your overall corrective actions will be verified in a
future NRC inspection.
