Dear Mr. Grimsley,
Your May 8, 1986 letter on the above referenced request was extremely distressing.
Your letter requests that I "either specifically identify the source about the incident.
or "otherwise provide a reasonable description of requested records" as required by FOIA, 5 U.S.C. 552 (a) (3).
Your request for an identification of a GAP source about any incident is inappropriate under any circumstances.
In the context of processing an FOIA request it is even more so.
Your response indicates that the staff "cannot conduct a search."
Such a response is nonsense.
I expect the NRC to process my request by identifying any documents which contain j'
either sabotage or " malicious acts" at the Comanche Peak nuclear plant from March 1984 to present.
You may treat this as a new request for all relevant documents, using the traditional defini-tion of documents employed by GAP.
We look forward to your response within ten days.
