This letter conveys the results and conclusions of the inspection of review

plans for the Duquesne Light Company's (DLC) EA Technical Audit (Ref. EA-111

" Program for Completion of the Engineering Assurance In-Depth Technical Audits

of Beaver Valley 2 Project" dated April 23,1986). The inspection was conducted

by the NRC's Office of Inspection and Enforcement and consultants. The inspec-

tion took place at the offices of Stone and Webster Engineering Corporation

(SWEC), Boston, Massachusetts from April 28, 1986 to April 30, 1986.

The NRC's inspection of the EA Technical Audit preparation for BV2 was organized

into five disciplines: mechanical systems, mechanical components, civil / structural,

electric power, and instruments and controls (I&C). In each of these disciplines,

the NRC inspectors concentrated on the preparations of SWEC review plans to

implement the proposed EA Technical Audit. Where warranted, the NRC inspectors

reviewed the resumes and qualifications of the personnel of DLC/SWEC audit teams.

As a result of the inspection, the NRC inspection team concluded that, in most

cases, the preparations for the EA Technical audit were in accordance with the

proposed program plan and were in sufficient technical depth to achieve program

objectives. The mechanical components and civil / structural disciplines had not
