SUBJECT:

INSERVICE TEST RELIEF REQUEST - EXCESS FLOW CHECK VALVES RE:

Brunswick Steam Electric Plant, Units 1 and 2 By letter dated May 2,1985 as supplemented July 5,1985, you requested relief from certain inservice testing requirements of the ASME Code pursuant to 10 CFR50.55a(g). Relief was requested from the requirements for exercising and leak rate testing of reactor instrument protection excess flow check valves on instrument lines penetrating primary containment.

In lieu of_the testing required by the Code, you propose to stroke these _ valves closed 'and verify '

closure on an 18-month interval.in accordance with Technical Specification 4.6.3.4.

The proposed surveillance would be a vacuum-type-leak test using a

" rapid decrease in initial flow" as the acceptance criterion.

By letter dated February 14, 1986, we' granted the requested relief on an interim basis until a more detailed evaluation of your proposal'was completed by the NRC staff. Subsequently, by letter dated October 23, 1986, you submitted for NRC approval the updated inservice testing program for thel Brunswick Steam Electric-Plant, Units 1 and 2.

This program covers the second ten-year testing interval'which began, for both units, on July.10, 1986.

Included in the relief requests for the second interval was a re-iteration of the relief request for the excess flow check valves. We therefore will continue our review of that relief request as part of our review of the second.

interval inservice test program. The. interim relief granted by our February 14, 1986 letter will continue to be in effect until our review of that program is completed.
