SUBJECT; INSERVICE TEST RELIEF REQUEST - EXCESS FLOW CHECK VALVES Ret Brunswick Steam Electric Plant, Units 1 and 2 By letters dated May 2,1985 and July S.1985, you reouested relief from certain inservice testing requirements of the ASME Code pursuant to 10 CFR 50.55a(g). Relief was requested from the requirements for ex-ercising and leak rate testing of Reactor Instrumentation Protection TRIP) and the excess flow check valves on instrumentation lines penetrating primary containment. In lieu of the ASME Code requirements, you proposed to test these valves in accordance with the current Technical Specification requirements for Brunswick Steam Electric plant Units 1 and 2.
Our detailed review of your proposal is not yet complete. However, our preliminary review indicates that imposition of the ASME Code requirements from which relief was requested in your May 2, and July 5,1985 letters would result in hardship or unusual difficulty without compensating increase in the level of quality or safety. Therefore, we have concluded that a grant of relief from the above-described ASME Code requirements, until the staff has completed its detailed review of your request, is authorized by law and will not endanger life or property or the comon defense and security and is otherwise in the publi.: interest giving due consideration to the burden upon thatlicensee that could resulf if the requiremer.ts were imposed upon the facility. That relief is hereby granted. Therefore, you are authorized to ex&:ise Gd test the RIP tr4 excess flow bheck valves or. instrumentation lines penetrating primary containment in acordance with Technical Specifications until completion of our detailed review o# your proposal submitted by letters dated May 2 and July 5,1985.
