McGuire Nuclear Station, Units 1 and 2 Catawba Nuclear Station, Units 1 and 2 Docket Numbers 50-369/370 and 413/414 Proposed Technical Specifications to Revise Allowable RCS Leakage

Dear Mr. Denton:

Attached are proposed license amendments for McGuire Nuclear Station, Facil-icy Operating Licenses NPF-9 (Unit 1) and NPF-17 (Unit 2), and Catawba Nuclear Station, FOL numbers NPF-35 (Unit 1) and NPF-52 (Unit 2). The changes increase the amount of time that a unit may operate with Reactor Coolant System (RCS) leakage in the range of 1 to 3 gallons per minute (gpm).

Due to recent events at McGuire and Catawba involving required shutdowns due to unidentified RCS leakage in excess of 1 gpm, the NRC staff suggested that Duke request a Technical Specification change to allow continued operation in certain situations when unidentified leakage exceeds the limit.

The purpose of the change is to provide an opportunity to identify the source of the leakage while the RCS is pressurized. The effect of the change is to allow operation in Mode 1 for up to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> with unidentified RCS leakage between 1 and 3 gpm.

i The proposed changes are contained in Attachment I, a discussion of the Justification and Safety Analysis in Attachment II, and a No Significant Hazards Analysis in Attachment III. Attachment IV lists the references used in Attachment II and III.

As the NRC is well aware, there has existed an intense effort since early 1985 by both NRC staff and industry to reevaluate the purpose of technical specifications. This effort reached a milestone in October 1985 when both the NRC Technical Specification Improvement Project and the Atomic Industrial Forum (AIF) Subcommittee on Technical Specification Improvements issued reports on the results of their respective efforts.

Denton, Director June 9, 1986 Page 2 One of the concerns that has been identified with current technical specifi-cations is that some require the plants to undergo shutdown transients unnecessarily. This requirement exists in the present McGuire/ Catawba RCS leakage specifications. This proposed change seeks to allow additional operational flexibility and reduce the need for a relatively prompt plant shutdown, due to increased RCS leakage, while at the same time assuring safety.

Duke believes that the proposed change contained herein, if approved, would demonstrate a positive conunitment by the NRC towards improving the overall quality of technical specifications.

This submittal constitutes one request for amendment to McGuire's and Cataw-ba's Technical Specifications; consequently, pursuant to 10CFR170.21, a check for $150.00 is enclosed.
