GUIDANCE ON REPORTING REQUIREMENTS OF 10 CFR 20.403 On December 14,1977 EU. <.as requested to provide guidance on certain reporting requirerent cf 10 CFR 20.403.
(See Enclosure 1).
On January 30, 1978 ELD provided guidance (see Enclosure 2) and then, on February 10,1978, provided a second memerandun (see Enclosure 3) in an attempt to clarify the first response.
As a result of this ELD guidance, the interim IE position for inspection and enforcement of the requirements is as follows:
1.
In vivo data is not reportable under 10 CrR 20.403.
It would be repo table u* der 10 CFR 20.405 to the extent that, together with other measurements, it. indicates that an ex:osure to concentrations in excess of aprlicable limits has occurred.
2.
The reporting requirements of 10 CFR 20.403(a)(2) and 20.403(b)(2) apply only to releases to unrestricted areas.t This Division will request a rule change to require prerpt reporting of significant personnel overexposures to rao. active material in restricted areas.
