Dear Mr. Wilgus:

Generic Letter 83-28 regarding the Salem ATWS events required licensees to, among other things, submit a description of their preventive maintenance and surveillance program to ensure reliable reactor trip breaker operation.

Item 4.2.1 of that letter defined what should be included in that program, and Item 4.2.2 discussed trending of parameters. You responded to these items for Crystal River Unit 3 (CR-3) in your letters of November 11, 1983, September 25, 1985, and October 11, 1985.

Our contractor (INEL) has completed its review of your responses to these items and prepared input for a Safety Evaluation Report (SER). We have reviewed this input and incorporated it into the enclosed SER.

The SER finds your responses on Items 4.2.1 and 4.2.2 of Generic Letter 83-28 to be acceptable, providing that you confirm that the UVT device roller rivet-armature clearance is measured with the UVT armature in the energized position, as recommended in IE Notice No. 85-58.
