CITIZENS' GROUP PETITION RE EMERGENCY PLANNING RULE AND SEABROOK On April 2, 1987, a delegation of citizens from the Seabrook area hand delivered to the Commission a petition signed by approximately 34,000 citizens who live in the vicinity of the Seabrook Station. Attached is a sample copy of the petition. A copy of the full petition has been placed in the Public Document Room.

1. Deny the request of Public Service of New Hampshire for a reduction in the mandated 10 Mile Emergency Planning Zone surrounding the Seabrook Nuclear Reactor, and to:
2. Approve no emergency resporfse plans unless they have the approval aitd participation of all States within a 10 mile radius, and to:
3. Establish, no later than June 1,1987, an Independent Commission to investigate the design, construction, documentation, quality assurance, regulatory compliance and management of the Seabrook Nuclear Reactor in order that any conditions which compromise Public Safety, Health, and Economic Security will be resolved prior to the issuance of any further license, permit or approval which would allow a nuclear chain reaction to occur.
