BAILEY 862 SOLID STATE LOGIC MODULES

HOPE CREEK GENERATING STATION DOCKET NO. 50-354 The following additional information pertaining to the testability of the Bailey 862 Solid State Logic Modules (SSLMs) is provided pursuant to the Public Service Electric and Gas Company (PSE&G) letter from C.A. McNeill (PSE&G) to E. Adensam (NRC) dated April 8, 1986.
PSE&G Action
- 1. PSE&G will provide a complete listing of those Bailey 862 SSLMs which are surveilled in accordance with the Hope Creek Technical Specifications.

Attachment I provides a complete listing of all Class lE Bailey 862 SSLMs which perform logic functions that are operated or surveilled in performance of Hope Creek Technical Specifications surveillances. This list is comprised of 554 such modules.

Attachment II provides a description of Technical Specification surveillance testing performed on the Bailey 862 SSLMs.
This description includes simplified schematics depicting Primary Containment Isolation System (PCIS) Channel A. These schematics are utilized as an aid in the discussion pertaining to testing of system components and in illustrating " overlap" or sequential testing.
PSE&G Action
- 3. PSE&G will provide a description of the options available to perform in situ surveillance testing at power, of the Technical Specification surveilled Bailey 862 SSLMs.
Response
Attachment III describes four (4) options available to perform in situ, at power surveillance testing of the surveilled Bailey 862 SSLMs identified in Attachment I. As part of this description, Attachment III presents, as an example, a simplified procedural outline exemplifying performance of the Integrated Emergency Diesel Generator 18 month surveillance test with Hope Creek at power.
In conjunction with this attachment, a response to action item number 4 of our April 8, 1986 letter is provided. This portion of Attachment III identifies the impact associated with performing the various options identified. As detailed in Attachment III, options 1, 2, and 3 for at power in situ testing have a great potential to degrade the overall reliability of the plant. Option 4, which is retaining the testing frequencies in accordance with the technical specifications, does not subject the plant to additional challenges. This is the preferred method of testing.
As stated in a letter from C.A. McNeill (PSE&G) to E. Adensam (NRC) dated February 3, 1986 the results of an investigation of the Filtration Recirculation and Ventilation System (FRVS), Safety Auxiliary Cooling System (SACS) and Primary Containment Isolation System (PCIS) demonstrated that 100%,
94%, and 0% (respectively) of the control circuit (s) SSLMs are exercised either monthly or quarterly by routine surveillance testing. As detailed in Attachment I the total percentage of SSLMs that are tested monthly, quarterly and semiannually is 21%, 36% and 0.72% respectively. The total percentage
Director of Nuclear 3 5-23-86 Reactor Regulation of SSLMs tested every 18 months is 90%. Cumulatively all 554 modules are exercised at least once in an 18 month period. These percentages are based upon a total test population of 554 SSLMs. PSE&G maintains its position that the SSLMs are adequately exercised during normal plant operation and as such provide a high degree of assurance that any common mode failures would be detected without the need for additional surveillance testing.
The use of advanced technology in the form of SSLMs provides the control room operator with additional useful information not normally available at other nuclear plants utilizing relay logic. PSE&G contends that this additional information will increase Hope Creek's overall reliability. Hope Creek should not be penalized by proposed additional surveillance testing requirements beyond those currently specified in the Hope Creek Technical Specification. Imposition of at power, in situ, testing of individual Bailey 862 SSLMs would compromise the operability of certain components / equipment necessary to ensure safety, thereby challenging plant systems and creating undue competing risks.
Colorado Ute, Craig Station Unit No. 3, a 400 Mw coal fired Unit, has a total of 506 Bailey 862 SSLMs. Of this total, there have been no SSLM failures observed in the past 36 months of operation. PSE&G can develop a program from which reliability data associated with the Bailey 862 SSLMs will be established and applied to further substantiate the reliability of these modules. PSE&G believes that this program would address the staff's concerns, with respect to the lack of Bailey 862 SSLM reliability data, and requests the staff to concur with this approach. This program will be implemented and conducted with the aid of an independent accredited laboratory for PSE&G.

- This attachment provides a complete listing of all Class lE Bailey 862 SSLMs which perform logic functions for Class lE equipment that-is operated or directly. tested as a result of Technical Specification surveillance requirements.
The total test population consists of 554 Bailey SSLMs.
Attachment I is organized to present the following information.
Channel This heading specifies the Class lE electrical channel of the respective logic assembly. There are four assemblies of Class lE Bailey 862 SSLMs; AC652, BC652, CC652, DC652.
Location This. heading specifies the location of Bailey 862 SSLMs within their respective ass 6mbly.
System The system heading identifies the respective system for which the Bailey 862 SSLM is providing a specific function.
Surveillance Test This heading identifies the surveillance test performed to ensure that the systems which are comprised of Bailey 862 SSLMs are operable and perform their intended function. Also under this heading, the following identifiers are defined as noted below.

This listing is presented by system (e.g., 4.16 KV Power Distribution System). With respect to the above, PSE&G notes that 554 SSLMs are exercised at least once per 18 months as a result of Technical Specification testing.
Many of the modules comprising the total population of 554 SSLMs are exercised repeatedly in an 18 month period, for example, FRVS module AC-652 4-7-2 is operated monthly as per procedure OP-ST.GU-001 and again every 18 months by procedure OP-ST.GU-004.

II.A Sensor Calibration Test Surveillance Procedure Numbers: IC-SC.BB-001(Q),

Test' Frequency: Once Per 18 Months
-The PCIS Channel A Reactor Vessel Water Level Low-Low Level 2 and Drywell Pressure-High sensor calibration tests are illustrated in Figure II.A. Each sensor calibration test is performed to check the output of the sensor (process transmitter) with respect to input signals which simulate varying process values.
Each of the sensor calibration tests include verification of channel integrity by observing that the master trip unit analog meter responds properly when a known simulated process signal is applied to the sensor.
This provides the necessary overlap with the channel functional test and channel calibration. The aforementioned procedures satisfy a portion of the channel calibration and logic system functional test requirements of the Technical Specifications.

Test: Frequency: Once Per 31 Days The PCIS Channel A Reactor Vessel Water Level Low-Low Level 2 and Drywell Pressure-High channel functional tests are illustrated in Figure II.B. Each' channel functional test-verifies that the channel output relay contacts change state when a simulated process signal is injected into the master trip unit and is increased or decreased as required to reach the process loop setpoint. Additionally, procedure IC-FT.SM-009(Q) tests the circuits associated with manual isolation and is designed to satisfy the special requirements of footnote (a) of Technical Specification Table 4.3.2.1-1.
II.C Channel Calibration Test Surveillance Procedure Numbers: IC-CC.BB-001(Q),
IC-CC.BB-009(Q),.IC-CC.BB-031(Q), IC-CC.SM-009(Q)
Test Frequency: Once Per 18 Months The PCIS Channel A Reactor Vessel Water Level Low-Low Level 2 and Drywell Pressure-High channel calibration tests are illustrated in Figure II.C. Each channel calibration test includes the channel functional test as described in Item II.B. The channe1' calibration test procedure verifies that the control relay contacts actuated by the channel output relay contacts change state when a known signal is applied to the master trip unit. In this manner sequential or overlapping testing is assured. In addition, auxiliary analog outputs and analog meters are calibrated with respect to known signals which are applied to the master trip unit. .As stated in the discussion of IC-FT.SM-009(Q) in Item II.B, the functional testing of circuits associated with manual isolation is included in IC-CC.SM-009(Q).
II.D Logic System Functional Test Surveillance Procedure Number: IC-FT.SM-013(Q)
Test Frequency: Once Per 18 Months The PCIS Channel A, Reactor Vessel Water Level Low-Low Level 2 and Drywell Pressure-High logic system functional test is illustrated in Figure II.D. The logic system functional test is performed in order to verify proper response of PCIS Channel A logic system to those combinations of input logic states which are not tested in the channel calibration tests (see Item II.C). Functionality of a single circuit receiving a fan-out signal is verified as an indication of fan-out signal operations. This procedure is designed to ensure that proper testing overlap is achieved with both the channel calibration test procedure and Operations Group surveillance test described in Item II.E.
II.E Operations Group Surveillance Test Surveillance Procedure Number: OP-ST.SM-002(Q)
Test Frequency: Once per 18 Months The PCIS Channel A Operations Group surveillance test procedure is illustrated in Figure II.E. This test satisfies the manual isolation testing requirements as well as part of the logic system functional test requirements of the Technical Specification. This test verifies the change of position of certain valves identified in Technical Specification Table 3.6.3-1 in response to a manual isolation signal.
II.F Operations Group Test Procedure Surveillance Test Number: OP-IS.GS-101(Q)
Test Frequency: Once Per Quarter The Operations Group test procedure is illustrated in Figure II.F. This test satisfies the requirements of Technical Specification 4.6.3.3 for the containment isolation valve identified on Figure II.F. This test is typical of a number of other tests associated with ASME XI testing requirements. This type of testing exercises the logic in the final equipment control circuit by initiating a manual command (i.e.
open or close) and verifying proper equipment operation.
Figure II.G defines the boundaries associated with each Technical Specification surveillance test and as such defines the boundaries associated with overlap or sequential testing performed relative to the PCIS Channel A, Reactor Vessel Water Level Low-Low Level 2 and Drywell Pressure-High logic system functional test. This overlap testing is generic in nature to all systems surveilled in accordance with Technical Specifications.

ATTACHMENT III This: attachment describes the options available and impacts associated with performing.in situ at power surveillance testing of systems which are comprised of Bailey 862 SSLMs.
As part of this attachment, a simplified procedural. outline delineating performance of the Integrated Emergency Diesel Generator 18 month surveillance test at power and associated specific impact is provided.
Option 1 Maintaining Hope Creek configuration as is and where possible utilizing existing procedures or portions of these procedures which were developed in order to comply with Technical Specification surveillance requirements. These surveillance tests would be performed on a more frequent basis than presently required (once per'18 months) by the Technical Specifications.
Impact The impact associated with performing this option would include additional man-hours to subdivide the
-specific surveillance test into multiple surveillances as demonstrated by the specific impact associated with performing the Integrated Emergency Diesel Generator 18 month surveillance test. Additional costs would be incurred as a result of performing this effort.
Other impacts associated with performing this option include the following:
o Potential to enter Limiting Conditions for Operation for those systems rendered inoperable as a result of testing at power.
o The need arises to utilize jumpers and lifted leads to prevent undesired'isolations/actuations and to simulate various plant conditions.
o The need arises to disable Bailey-862 SSLM logic outputs. This action will result in disabling equipment required to be available to operate or possibly inhibiting safety function or permissives on equipment already in operation.
o In the event that an actual LOCA or Loss of Power event occurs during at power testing, the ability to control and cool-down Hope Creek could be challenged.
o To defeat the isolation / activation or de-energization of equipment for the purpose of this power testing to minimize operational perturbations to Hope Creek would defeat the purpose of performing logic functional testing. As a result systems testing without defeated equipment would have to be performed during shutdown.
o Hope Creek. surveillance test procedures were developed based upon surveillance test requirements specified in the Hope Creek NRC approved Technical Specifications.
These. test procedures are not all written to allow performance of this type of in situ at power testing, as such a tremendous amount of, manpower and added expense- would lx3 required to develop procedures allowing' testing to be performed in situ at power.
Option 2.
Maintaining Hope Creek configuration as is and developing new surveillance test procedures to allow in situ at power testing. The specific intent of these new procedures would be to verify functionality of the-SSLMs utilized within a system.
Impact Maintaining Hope Creek configuration as is and developing new surveillance test procedures would require additional man-hours and extensive-expense associated with developing
' unique procedures for in situ testing of logic modules.
This option would also entail the following impacts:
o Potential to enter Limiting Conditions for Operation for those systems rendered-inoperable as a result of testing at power.
o The need arises to utilize jumpers and lifted leads to simulate various-plant conditions.
o The need arises to disable Bailey 862 SSLM logic outputs. This action will result in disabling equipment' required to be available to operate or possibly inhibiting safety function or permissives on equipment already in operation.
o In the event that an actual LOCA or Loss of Power event occurs-during at. power testing, the ability to control and cool-down Hope Creek could be challenged because a level of redundancy has been temporarily disabled.
o To defeat the isolation / activation or de-energization
-of equipment for the purpose of this power testing to minimize operational perturbations to Hope Creek would defeat the purpose of performing logic functional testing. As a result systems testing without defeated equipment would have to be performed during shutdown.
Option 3 In addition to the options identified above, PSE&G maintains that testing of 100% of a total test population of 577 Bailey 862 SSLMs during each cycle of operation, as outlined in letters from C.A. McNeill (PSE&G) to E. Adensam (NRC) dated February 14 and 24, 1986 presents a viable mechanism to perform in situ at power testing.
Impact
'The impact associated with performing this option consists of additional manpower and as such, additional expense. Other impacts associated with this option include potential operational perturbations to Hope
. Creek in addition to the following.
o The need arises to disable Bailey 862 SSLM logic outputs. This action will result in disabling equipment required to be available to operate or possibly inhibiting safety function or permissives on equipment already in operation.
