TO FACIL11Y OPERATING LICENSE NO. OPR-34 (TAC NO. 65257 The Comissicn has issued the enclosed Amendment No. 65 to Facility Operating License No. OPR-34 for the Fort St. Vrain Nuclear Generating Station. This amendrent censists of changes to the Technical Specifications (TS) in response to your application dated December 2, 1986, as supplemented October 22, 1987 and July 15, 1988.
The amendrent modifies paragraph 7.0(3) of the license to require corplignce with the amended Physical Security Plan. This Pian was amended to conforn to the requirerents of 10 CFR 73.55. Consistent with the provisions of 10 CFR 73.55, search requirenents nust be implenented within 60 days and miscellaneous amendments withir. IE0 days from the effective dats of this anendnent.

Vrain is contained in the anclosed Safeguards Evaluatien Report. Based en this evaluetion. Se find that you meet the requirerents of the Fiscellaneous Artndrents and Search Requirements revisien to 10 CFR 13.55 and the recordkeeping requirerents of 10 CFR 73.70, tie find that this amendaent to your license is related solely to safeguards retters ar.d does not irvolve any significant construction impacts.
