Enclosed fer your review, prior to our scheduled meeting of August 20, 1986,
is the sal.P 6 board Report for the Monticello Plant cnvering the period
December 1, 1984 throagh May 31, 1986.
In accordanc.e with NRC policy, I have reviewed the SALP Board assessment and
concur with the assigned ratings.
It is my view that Northern States Power
i
Company's conduct of ruclear activities in connection with the Monticello
Plant continues to demer. strate a high level of concern for nuclear safety.
,
Specific areas I would like to highlight are:
_
Category I ratings were maintained for Plant Operations, Maintenance.
Ecergency Preparedness, Security, Outages (previously limited to
Refueling), and Licensing Activities.
Performance in the areas of
P.adiological Controls and Fire Protection improved from a Category 2
to a Category 1 rating this period.
Category 2 ratings were maintained for Surveillance and Inservice Testing
~
along with Quality Frograms and Administrative Controls Affecting Quality.
The new SALP 6 functional area Training and Qualification Effectiveness,
was also rated at the Category 2 level.

I continue to rate Monticello's regulatory performance as one of the best in
Region III. As I noted during m,v meeting with you on April 18, 1986, we have
instituted a modified inspection program at Monticello in which routine
inspections are limited to those conducted by the resident inspector. With
this schema, which reflects our confidence in your performance, the total
amount of NRC inspection effort at the plant has been reduced.
While you will have sufficient opportunity to present your comments at the
meeting on August 20, 1986, we also solicit written comments within 30 days
after the meeting to enable us to evaluite your conenents and provide you with
our conclusions relative to them.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2
Title 10, Code of Federal Regulations, a copy of this letter and the SALP
Report will be placed in the NRC Public Document Room.
