IE Bulletin 84-02 Deferment Request IE Bulletin 84-02 (March 12, 1984) set forth directives concerning the failure, replacement and surveillances of GE HFA relays being used in class IE safety systems. The Bulletin required operational plants to implement an entire HFA relay replacement program within two years from the date of IE Bulletin 84-02.
Your letter to the Office of Inspection and Enforcement dated July 18, 1984 delineated your plans to accomplish the bulletin requirements. Your most recent letters to Region I dated May 22, 1986 and July 30, 1986 proposed a partial deferral of the HFA replacement program, provided a revised plan, and requested our concurrence.
The Region I staff finds acceptable your revised plans for partial HFA replace-ment in the current outage, with the remaining replacements by Cycle 12R outage, as outlined in your July 30, 1986 request. Our basis for acceptance is our understanding that the relays involved in the deferral are all normally deener-gized ones that are tested quarterly during plant operation. Your implementa-tion of your IE Bulletin 84-02 commitments will be verified in future NRC inspections.
