Dear Mr. Ward:

SUBJECT:

RANCHO SECO NUCLEAR GENERATING STATION-FPACTUPE TOUGHNESS PEQUTFEMENTS FOR PROTECTION AGAINST PRESSURIZED THEPMAL SHOCK EVENTS (10 CFR 50.61)

By letter dated January 23, 1986, you submitted information en the material properties and fast neutron fluence of the Rancho Seco reactor vessel in compliance with the requirements of 10 CFR 50.61. We have completed our review of the information. From our review of the material properties, we have concluded that the controlling material has been properly identified and the justifications given for the copper and nickel contents and the initial RT are acceptable. From our review of the neutron fluence on the inside sub1ceofthepressurevessel,wehaveconcludedthattheRanchoSeco pressure vessel meets the fracture toughness requirements of 10 CFR 50.61 for operation to the end of the current license. Our Safety Evaluation Report (SER) is enclosed for your information. However, we request that you subnit periodic future reevaluations of the RT and corresponding comparisons with the predictions in your letter dated Jabry 23, 1986 (Reference 1 in the enclosed SER). These submittals can be included with submittals of Pressure-Temperature operating limits required by 10 CFR 50 Appendix G.

This request for additional infortnation was appioved by the Office of Panagement and Budget under clearance number 3150-0011, which expires September 30, 1989.

Sincerely,

/S/
