INSPECTION NO. 05000219/86-08

Enclosed is the report of the team inspection conducted by Mr. A. R. Johnson

and other NRC representatives on March 24 to 27, 1986, at the Oyster Creek

Nuclear Generating Station of activities authorized by NRC License No. DPR-16.

The team's findings were. discussed with members of your staff at the conclusion

of the inspection. The inspection reviewed your implementation of a program

as required for establishing and maintaining the qualification of electric equip-

ment within the scope of 10 CFR 50.49. The inspection also included evaluations

of the implementation of equipment qualification corrective action commitments

made as a result of (1) identified deficiencie's in the November 30, 1982, Safety

Evaluation Report (SER), and July 9, 1982 Franklin Research Center, Technical

Evaluation Report (FRC TER); (2) proposed method of resolution for the EQ

deficiencies documented in responses from you (December 21, 1984, February 22,

and March 15, 1985); and (3) the SERs for Final Resolution of EQ, May 28, 1985.

Within these areas, the inspection consisted of selected procedures and records,

interviews with personnel, and observations by the inspectors.

The inspection determined that you have implemented a program to meet the re-

quirements of 10 CFR 50.49.

Five deficiencies in your program implementation

are summarized in Appendix A and are classified as Potential Enforcement /Unre-

solved Items. These will be referred to the NRC Region I office for further

action. All five of the Potential Enforcement / Unresolved Items represent

failures to fully document the qualification of the following types of equip-

ment: Li'mitorque motor operators types SBD-0, SMB-00, SMB-000, and SMB-1,

Namco limit switches types D1200G and EA740, Rockbestos Firewall III and SIS

cable, PVC splice tape, and GE type EB terminal blocks. The additional concerns

are classified as Open Items and a future NRC inspection will review your actions

concerning them. Details of the deficiencies and concerns are discussed in

the enclosed inspection report.
