Subject: Inspection Report No. 50-219/85-14
This refers to the special, announced safety inspection conducted by K. Manoly
of this office on May 14-17, 1985, at GPU Nuclear Corporate Office in Parsippany
and Oyster Creek Generating Station in Forked River, New Jersey, of activities
authorized by NRC License No. DPR-16 and to the discussions of our findings
held by K. Manoly with J. Rogers of your staf f at the conclusion of the
inspection, and to'a subsequent telephone discussion between Mr. Manoly and Mr.
Rogers on May 21, 1985. This also refers to the meeting held at our office on
May 20, 1985, and attended by S. Ebneter and other members of our staff and
R. Wilson and other members of your staff.
Areas examined during this inspection are described in the NRC Region I Inspection
Report which is enclosed with this letter. Within these areas, the inspection
consisted of selective examinations of procedures and representative records,
interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A. This vio-
lation has been categorized by severity level in accordance with the revised
NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register
Notice (49 FR 8583) dated March 8, 1984. You are required to respond to this
letter and, in preparing your response, you should follow the instructions in
Appendix A.
Certain other activities appear to be deviations from your commitments in
response to the requirements of IE Bulletins 79-02 and 79-14. You are
requested to respond to these deviations in accordance with the instructions
in Appendix B.

The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
This letter also acknowledges receipt of your letter of June 14, 1985 in re-
sponse to our request at the meeting held in our office with your staff on
June 13, 1985. The bases for your conclusions and your justification for
continued operation at the Oyster Creek Generating Station are satisfactory.
In addition to the foregoing, this report has incorporated our subsequent
findings disclosed during our meeting at your Parsippany, New Jersey corporate
office on June 25, 1985. This meeting is further documented in Inspection
Report 50-219/85-22.
