Gentlemen:
In response to a telephone conversation on March 12,1999, with Mr. Chandu Patel of your staff, Entergy hereby submits the following two commitments associated with the CE analysis for use of Mechanical Nozzle Seal Assemblies (MNSAs) at Waterford 3. / D
- 1) Entergy will review the CE analysis for use of MNSAs at Waterford 3 to ensure the results of the CE analysis are acceptable to support operation above 286 F prior to Waterford 3 heatup above this temperature.

- 2) Entergy will send the CE analysis results for use of MNSA's at Waterford 3 to l the NRC Staff for their review within ten days of receipt. If an issue is raised )
that causes Entergy to conclude the Waterford 3 Reactor Coolant <vstem is I inoperable, Entergy will follow the Technical Specifications, including potentially shutting the unit down.
