PROJECT DESCRIPTION The Lawrence Livermore National Laboratory (LLNL) is providing tech-nical assistance to the Region V offices of the U.S. Nuclear Regula-tory Commission (NRC) for conducting inspections at selected nuclear reactor sites.
1.1 Task 1 - Diablo Canyon, Unit 2 - Design Verification Program As a consequence of an independent design verification program, many modifications and additions to the. piping and electrical raceway support systems and building structural steel are being implemented I
at Diablo Canyon, Unit 2.
The LLNL is assisting the NRC in assess-ing the adequacy of this work.
1.2 Task 2 - Palo Verde Nuclear Power Plant - Inspection of Reactors Under Construction The construction of Unit 1 is nearing completion and a number of inspection requirements are to be accomplished before the initial fuel loading can begin.
LLNL is assisting the NRC in completing this work.

PROGRESS - NOVEMBER 1984 i
2.1 Task 1 - Diablo Canyon, Unit 2 Inspections were resumed of electrical raceway and HVAC supports during the weeks of November 5 and 12 following the necessary badging and orientation of two additional part-time inspectors.
A detailed list of the items inspected is provided on Attachment C.

2.2.2 Subtask 2 - Fire Protection Systens Inspection The scheduled follow-up site inspection was completed on November 16, 1984 and a final report of the findings is in preparation.
Contrary to the objective identified in the Project's work state-ment, the inspection did not focus strongly on 10CFR50 Appendix R criteria.
The most significant finding was an apparent lack of administrative control over access to various areas and adherence to procedures. However, positive changes were evident on the follow-up visit.
2.2.3 Subtask 3 - Design Control System Inspection The initial draft report for this task submitted to Paul Narbut for comment led to an unplanned series of meetings with the staff, the applicant (APS) and his contractor (Bechtel) to promote mutual understanding of the findings and their significance to the objectives of.the inspection. As a consequence, the report has been extensively modified to include some degree of resolution by APS and Bechtel to each of the findings as well as the introduction of additional items.
The revised report will be submitted for comment again pending the conclusion of the meetings.

MEETINGS / TRAVEL Paul Herman traveled to Palo Verde site November 14-16, 1984 for a planned follow-up visit for Task 2, subtask 2.
Clyde Morton, Charles Simkins and Wally Wade variously attended meetings at Bechtel, Norwalk on November 6,
7, 13 and 14, at Bechtel, San Francisco on November 29 and 30 and at NRC offices in
-Walnut Creek for Task 2, subtask 3 discussions.
