Commonwealth Edison has evaluated the proposed Technical Specif1-cation Amendment and determined that it does not represent a significant hazards consideration. Based on the criteria for defining a significant 2- hazards consideration established in 10 CFR 50.92, operation of LaSalle County Station Units 1 and 2 la accordance with the proposed amendment will nat

1) Involve a significant increase in the probability or consequences of an accident previously evaluated becausu this change has been evaluated against those criteria for which the original limit of 100'T was established. It has been concluded that the original limit of 700'r includes conservatisms which were not expected to cause operational Impact. However due to unfereseen external environm9ntal conditions, some of the conservatism may be reduced without signif' .: impact on plant safety.
2) Create the possibility of a new or different kind of accident from any accident previously evaluated because the change does not add or remove plant equipment or affect how this equipment is operated. The plant has been evalutced for various conditions relating to the suppression pool temperature previously 'nd this change will not provide conditions with the possibility for a no or different accident.
3) Involve a significant reduction in the margin of safety because the basis for Technical Specification 3/4.6.2 shows the margin between the analyzed teinperature rise in the suppression pool during blowdown and the ultimate limit of 200'r is large even with a new initial suppression pool temperature of 110*P. Therefore any reduction in the margin of safety is not significant.

Guidanc. has been provided in 51 Fr 7744 for the application of standards to license change requests for determination of the existence of significant hasards considerations. This document provides examples of ,

snendments which are and are not likely considered to involve significaat J hazards considerations. This amendment request is similar to example (vi) of

the examples that are not likely to involve significant hase.ds conside.ation.

Example (lv) is a change which either may result in ?me increase in the probability or consequences of a previously analyzed accident or uay reduce in some way a safety margin, but where the results are clearly within all acceptable criteria with respect to the system or component specified in the Standard Review Plan. This change clearly falls within this example in that the acceptance criteria for the containment as well as other systems which may be affected by suppression pool temperature are not changed. With a higher initial temperature input the appropriate limits are maintained. No accident is more likely to occur due to an increase in the pool temperature since it is a passive system and not an accident initiator. The consequences of previously analyzed accidents is not significantly affected.

This proposed snendment does no.t involve a significant relaxation of the criteria used to establish safety limits, a significant relaxation of the bases for the limiting safety system settings or a significant relaxation of the bases for the limitin9 conditions for operations. Therefore, based on the guidance provided in the Federal Register and the criteria established in 10 CFR 50.92(e), the proposed change does not constitute a significant hazards consideration.
