Basis For Not Exercising Valves, In Accordance With IW-3412 (a):

The full stroke cycliry of these valves kulld stcp the flow of hot water (RCS letdown) through the coolers stule the coolirq medium continues to flow.

The cyclity of these valves will themally shock the heat exchangers by readmitting hot water to a cooled down acrponent.

The isolation of the cooling medium (SW systen) prior to the stroke of these valves wculd also themally shock the cxrponents, as cold water sculd be introduced into a hot environnent upon the return of SW flow.

These themal transients have proved in the past that the quarterly stroking of MN-40 and MN-41 is not conducive to the safe operation of the plant when, as a result of such testirn, the unit had to be renoved fren service for the replacenent of MJHE-1A and MJHE-1B. Additionally, a large amount of exposure to personnel incurred durirg the replaccment activities.

HN-505 ani MJHE-1C were added during the Refuel VI cutaga.

Additionally, these valves are not designed for partial stroke.

III. Testirq Currently Being Performcd:

'Ihe full stroke cyclim of these valves would stcp the flow of service water to aM frm the RG pirification letdown coolers. 'Ihe SW system provides the coolim rodium to these ccupenents. 'Ihe cyclim of these valves will thcIm11y shock the heat exchamers by read:nitting cold water to a heated ccryonent.

'Ihe isolation of RC water to each ocuponent prior to the stroke of these valves wculd also thermlly shock the ccuponents, as hot water would be introduced into a cold environment upon the return of RC flow (into the MJ system).

'Ihese themal transients have proved in the past that the quarterly streking of SW-47, 48, 49 ard 50 is not ccrducive to the safe cperation of the plant. As a result of such testing, the unit had to be rmoved frus servicx! for the replacement of MJHE-1A and MJHE-1B. kiiitionally, a large amount of expccure to personnel was incurred durim the replacmant activities.
