SUBJECT:

FORMATION OF PANEL TO FORMULATE AN NRC POSITION OF HEARING CONTENTION #5 (ADHERENCE TO QA/QC REQUIREMENTS AT COMANCHE PEAK)

Since our meeting on the above subject, I have taken steps to put together a special panel of experts to deal with Hearing Contention #5 which addresses the adherence to quality assurance and quality control at Comanche Peak. I view this panel as a group of experts who will develop a position and recommendations that will be made to the Director, Division of Licensing.

ppolito and have discussed the formation of this panel in some detail. The consensus of these meetings is that the panel will be composed of a working group and a policy group.

The working group will address identified issues on management, intimidation, and quality assurance / quality control for design and construction and will develop recommendations with potential policy implications. It will be comprised of the following individuals: Jim Gagliardo (TRT)(Chairman), Jane Axelrad (IE), Bruce Kaplan (EG&G), Bob' Heishman (IE) Al Herdt (Region II) and Jim Liberman (ELD). Brooks Griffin would be the OI representative from Region IV and while not an active member of the panel would provide input. T. Ippolito will serve as an advisor to the working panel. (I have not provided for a Division of Licensing representative on the panel as I feel that this is not necessary but I would l like your thoughts on this aspect.) Ed Case recomended to me that Jim Liberman should be a member of this panel so I have actively moved in the direction of obtaining his services.

The policy group will review the recommendations of the working group and will issue NRC positions in those areas requiring such an action to complement a decision on the license for the plant. The group will be comprised of: D. G. Eisenhut with assistance from R. H. Vollmer and B.

Hayes and an additional member may be identified if required.

All members above have been contacted and are prepared to serve on the -

panel.

I would expect the working panel to complete its work by December 7 and be prepared to meet with the policy panel during the week of December 10, 1984.

I am setting up a meeting with this panel on November 14 to start the activities. I need your input and recomendations as soon as possible.
