SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT N0.119 TO FACILITY OPERATING LICENSE NO. NPF-1 PORTLAND GENERAL ELECTRIC COMPANY THE CITY OF EUGENE, OREGON PACIFIC POWER AND LIGHT COMPANY TROJAN NUCLEAR PLANT DOCKET NO. 50-344 INTRODUCTION The proposed amendment would delete Trojan Technical Specification (TS) Paragraph L 4.10.1.d, "RCS Structural Integrity", which currently allows Portland General Electric Company (the licensee) to perform an evaluation of reduced structural integrity of ASME Code Class I, 2, and 3 components as an alternative to restoring structural integrity. By letter dated February 10, 1986, the staff requested the licensee to review Paragraph 3.4.10.1.d and propose revised TSs based on the staff's concern that safety related components, especially those which are part of the reactor coolant pressure boundary, or attached thereto, should not be placed into service with reduced structural integrity. The proposed

- amendment is a response to the taff's request.

DISCUSSION AND EVALUATION In addition to the standard options of shutting down the plant or isolating or repairing ASME Code Class 1, 2, and 3 components, the current TS 3.4.10 allows continued operation with a defective Class 1, 2, and 3 component provided that an evaluation is made "...to determine the consequences of continuing to operate with reduced structural integrity...". Current Standard Technical Specifications (STS), NUREG-0492, Rev. 4, as well as previous editions of the STS, do not allow plants to continue to operate without isolating or repairing ASME Code Class 1, 2, and 3 components found to be structurally deteriorated.

The Trojan TS are unique in that they allow this option.

The staff's position is that safety related components, especially those which are part of the reactor coolant pressure boundary or attached thereto, should not be placed in service if they are structurally deteriorated based on evaluation for which standards are undefined. By letter dated February 10, 1986, the staff requested the licensee to review TS 3.4.10 and provide a response to our concerns.

By amendment request dated April 7,1986, the licensee requested to revise TS 3.4.10 to conform to the STS. The change would delete paragraph 3.4.10.1.d and, therefore, would require the structural integrity of ASME Code Class 1, 2, and 3 components be restored or isolated, or that the plant be shut down. The staff finds this change acceptable.

ENVIRONMENTAL CONSIDERATION This amendment involves a change in the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20.

The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Comission has p eviously published a proposed finding that the amendment involves no significant hazards consideration and there has been no public coment on such finding. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 951.22(c)(9).

Pursuant to 10 CFR 951.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

CONCLUSION We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations, and the issuance of the amendment will not be inimical to the comon defense and security or to the health and safety of the public.
