UPGRADES OF PIPE SUPPORTS AND ANCHORS TO MEET IEB-79-02 AND IEB-79-14 USING THE NEW FLOOR RESPONSE SPECTRA -

OYSTER CREEK NUCLEAR GENERATING STATION l

In GPU Nuclear Corporation (GPUN/ licensee) letter of September 19, 1988, you describe GPUN's effort to develop updated seismic floor response spectra for the Oyster Creek Reactor Building and how this effort impacts your comitment to have all systems which fall within the scope of IE Bulletins 79-02 and 79-14 meet design criteria by ^he end of the Cycle 12 refueling outoge.

The staff has reviewed the inforniation provided and has determined that it is necessary to clarify the staff's position regarding the use of newly developed floor response spectra in upgrading the pipe supports and pipe support anchorages to meet the criteria in IE Bulletins 79-02 and 79-14. Our position regarding this matter is as follows:

1.

The new floor response spectra as developed by your consultant, URS Blume, based on the SEP spectra as input motions and deconvolution analysis are not acceptable to the staff.

2.

As we understand, you are developing new floor response spectra using site specific spectra. There are a number of issues which need to be resolved before the approval of new floor response spectra (see sumary of meeting dated June 22,1988).

3.

GPUN indicates that there are only 28 supports out of a total of 721 supports that will be qualified by using the newly ganerated floor response spectra.

Considering your concern regarding ALARA and that i

only 3% of the supports are involved, the staff accepts the licensee's proposal as stated in Item 6 (page 2) of GPUN's letter of September 19, 1988.

Based on the loadings from the newly generated floor response spectra, if GPUN qualifies the support anchorages to meet IE Bulletin 79-02 j

criteria, the staff tentatively accepts the inspections and upgrades.

However, this matter will be reevaluated based on the approved floor response spectra.
