INTRODUCTION The requirements for reoctor coolant system high point vents are stated in porograph

(cX3Xiii) of 10 CFR S0.44, " Standards for Combustible Gas Control System in Light  !

Woier Cooled Power Reactors,"and are further dewribed in Standard Review Pion (SRP)

Section S.4.12, " Reactor Coolant System High Pbint Vents," and item II.B.I of

, NUREG 0737,'Clorificot!on of TMI Action Plan Requirements." In response to these and previous requirements, the Boston Edison . Company has submitted information in References I through 3 in support of the vent system at Unit I of the Pilgrim Nuclear Power Statfori.

- EVALUATION .

The function of the reactor coolant system (RCS) vent system is to vent nonconderisible gases from the high points of, the RCS to assure that core cooling during natural circulation will not be inhibited. The Boiling Water Reactor (BWR) Owners' Group has submitted documentation (References 4 through 7) on how the RCS venting requirements are met in General Electrie (GE) BWRs. The BWR Owners' Group position has been endorsed by the licensee.

In accordance with the BWR Owners' Group position, the primary. means of venting noncondensible gases from the reactor pressure vessel at Pilgrim I are four power-operated,'sofety-grade automatic depressurization system (ADS) safety / relief volves i which alone provide adequate vent!ng.

4 We have reviewed design information on the volves associated with the' obove system j that will serve os RCS vents and confirmed that they are operable from the main control i room. We have also determined that the volves are provided with emergency power and i that a degree of redundancy in the RCS vent system ~is provided by powering different i

I room (Reference 8). Additional RCS venting occurs at the high pressure coolant injection (HCPI) ond reocfor core isolation cooling (RCIC) system turbine exhausts. ,Also, 1

, based on the similarity of the Pilgrim 1 design to other General Electric BWRs, we find

j We conclude, based on the eplicobility of the BWR Owners' Group position to Pilgrim i j ond our specific review of the Pilgrim i design lthat the existing systems at Pilgrim I are i sufficient to effectively vent noncendensible gases from the RCS and . meet the requirements of NUREG-0737 Item 11.B.1 and paragraph (cX3Xiii) of 10 CFR 50.44. We j therefore recommend that the Pilgrim l RCS venting capability be found acceptable by l NRC. It should be noted,' however, that the following items were excluded from the j scope of our review: seismic and environmental quali.fication, operating guidelines ed
