AIAR 17 1987

Docket No. 50-219

License No. DPR-16

GPU Nuclear Corporation

ATTN: Mr. P. B. Fiedler

Vice President and Director

Oyster Creek Nuclear Generating Station

P. O. Box 388

Forked River, New Jersey 08731-0388

Gentlemen:

Subject:

Inspection No. 50-219/87-05

This refers to the routine safety inspection of activities authorized by NRC

'

License No. DPR-16 conducted by Mr. C. Amato and other inspectors of this

office on January 27-30, 1987 at the Oyster Creek Nuclear Electric Generating

Station, Forked River, New Jersey, and to discussion of these findings by

Mr. Amato with you at the conclusion of the inspection.

The areas examined during this inspection are described in the NRC Region I

report which is enclosed with this letter. Within these areas, the inspection

consisted of selective examination of procedures and representative records,

interviews with personnel and observations by the inspectors.

Based on the results of this inspection, we have a concern regarding your

ability to staff your emergency response facilities in a timely manner in light

of the situation which developed on January 26, 1987 following declaration of

an Unusual Event. Approximately three hours passed before your emergency

response facilities were fully staffed. Although activation of your emergency

response facilities was not required for an Unusual Event, and adequate per-

sonnel were available to respond to the situation, there is a concern over the

lack of timely response of your staff. Please respond to this letter within

30 days of receipt, describing actions you have taken or will take to assure

the ability to staff your emergency response facilities in a timely manner.

The responses directed by this letter are not subject to the clearance

procedures of the Office of Management and Budget as required by the Paperwork

Reduction Act of 1980, PL 96-511.
