1. What is the SONGS updated baseline CDF, baseline LERF, and what is the impact of the proposed TS change CDF, ICCDP, LERF, and ICLERP? Do these values and the values given on page 3 of your submittal include shutdown risk and risks stemming from both internal and external events?

The San Onofre Nuclear Generating Station g0NGS) updated baseline core damage frequency (CDF) and large early release frequency (LERF) are 7.7E-5 per year and 5.8E-7 per year, respectively, using the latest SONGS living Probabilistic Risk Assessement (PRA) model.

These values represent risks stemming from both internal and external events (i.e., seismic and fire) when the plant is at full power. The April 6,1998, submittal (Reference) and the updated CDF and LERF values do not include shutdown risk. These values do not include shutdown risk since the affected Technical Specification (TS) 3.6.3 does not apply during Modes 5 and 6. The updated CDF and LERF values are higher than those in the referer.ce because they include external events and recent updates to the SONGS living PRA model.

The impact of the proposed TS change on plant risk (i.e., ACDF, ALERF, incremental Conditional Core Damage Probability (ICCDP) and Incremental Conditional Large Early Release Probability (ICLERP)) is summarized in Table I below.

2. In modeling the proposed TS change, what values did you use for the unavailabilities of these valves? What is the effect of the unavailability of the valves on the unavailability of the related system? Were all of the D.1. and D.2. valves modeled in the PRA? If not, how are the valves accounted for in the PRA?

i The values for the unavailabilities of the valves used in the SONGS living PRA are summarized in Table 2 below. The values are based on generic failure rates for motor operated valves (MOVs) and air operated valves (AOVs) with consideration of a correction factor (i.e.,1 - p) for redundant valves that also include common cause failure (CCF) probabilities. Generic failure rates are acceptable for use with these valves because their impact on plant CDF and LERF is insignificant. '

Plant-specific failure rates are typically used for high safety significant components. The impact of the valve unavailability on the unavailability of the related system is also summarized in Table 2.

1 All the D.1 and D.2 valves are modeled in the SONGS living PRA with the exception of the Containment Pressure Detector Valves (i.e., HV-0352A, HV-0352B, HV-0352C, HV-0352D). The containment pressure detector valves are solenoid-operated valves which receive no Engineered Safety Features Actuation System (ESFAS) signals and are normally key-locked open. The containment pressure detector line inside the containment is open to the containment environment.

An orifice is provided on each containment pressure detector line inside containment to limit the release of radioactive material in a design basis event to less than 10CFR100 limits, should the solenoid valve and pressure detector outside containment fail to isolate the line from the environment. The containment pressure detector line does not impact the risk of core damage or large early radioactive release.

(HV-9323, HV-9324, system failure. Unavailability of HV-9323 will HV-9326, HV-9327, result in unavailability of one out of eight flow HV-9329, HV-9330, paths. Furthermore, CS system in RCS cold leg HV-9332, and HV-9333 injection mode also provides RCS injection flow.

3. What event sequences are important to the proposed change? What are the major factors contributing to their risk significance?

Containment Air Cooler Cooling Water Valves (8) (HV-6367 through HV-6373)

The dominant CDF cutsets involve a small loss of coolant accident (LOCA) or a transient-induced small LOCA with failure oflong term containment cooling provided by the containment emergency cooling system. The major risk contributing factors are unavailability of Component Cooling Water (CCW) or Salt Water Cooling (SWC) to provide cooling water to emergency fan coolers, fan coolers manual valves being in the closed position as a result of pre-initiating event human error, or random failure of other Containment Air Cooler Cooling Water MOVs to open on demand. There are no LERF sequence cutsets, including HV-6367 failure, above the cutoff value of 1.0E-9/yr, hence the impact on LERF of a Containment Air Cooler Cooling Water valve in the secured closed position is negligible. The CDF and LERF sequence cutsets with frequencies above the cutoff value of 1.0E-9/yr for the case where HV-6367 is secured closed are given in Attachment A.

Containment Sorav Valves (2)(HV-9367 and HV-9368)

For the case of HV-9367 in the secured closed position, there are no CDF and LERF sequence cutsets, including HV-9367 failure, with frequencies above the cutoff value of 1.0E-9/yr. Hence, the impact of HV-9367 in the secured closed position on plant risk (CDF and LERF) is negligible.

As shown in Table 2, failure of HV-9367 (or HV-9368) results in failure of only one out of two redundant trains of Containment Spray system. Furthermore, the Containment Emergency Cooling system with four redundant cooling units also provides containment cooling if the CS system is unavailable.

Containment Pressure Detector Valves (4)fUV-0352A through HV-0352D)

These valves are not modeled in the SONGS living PRA due to their insignificant impact on plant risk (see response to Question # 2).

Charging Valve (n (HV-92001 The dominant CDF cutsets involve a transient-induced (e.g., turbine trip (TT) or loss of power conversion system (PCS)) anticipated transient without scram (ATWS) with loss of emergency boration via the charging system as a result of HV-9200 failure. Another dominant CDF cutset involves a steam generator tube rupture (SGTR) event with failure of the HPSI and Charging System in the cold leg injection mode. The dominant LERF sequence cutset involves a SGTR event with failure of the High Pressure Safety Injection (HPSI) and Charging System in the cold leg injection mode. The major risk contributing factors are mechanical failure of the reactor protection system (RPS) and common cause failure (CCF) of HPSI pumps to start on demand for CDF and

I CCF of HPSI pumps to start on demand for LERF. The CDF and LERF sequence cutsets with frequencies above the cutoff value of 1.0E-9/yr for the case where HV-9200 is secured closed are given in Attachment A.

High Pressure .Saftty injection Valves (8) (HV-9323. HV-9324. HV-9326. HV-9327. HV-9329.

HV-9330. HV-9332. and HV-9333 For the case of HV-9323 in the secured closed position, there are no CDF and LERF sequence J cutsets, including HV-9323 failure, with frequencies above the cutoff value of 1.0E-9/yr. Hence, the impact of HV-9323 in the secured closed position on plant risk (CDF and LERF) is negligible.

As shown in Table 2, failure of HV-9323 (secured closed) does not lead to HPSI system failure.

Failure of HV-9323 will result in failure of one out of eight flow paths of HPSI injection to the RCS.

Furthermore, the CS system in the RCS cold leg injection mode also provides RCS injection flow if l HPSI is unavailable.

I Low Pressure Safety injection Valves (4)(HV-9322. HV-9325. HV-9328. and HV-9331)

The injection CDF cutsets involve a large LOCA event with failure of Low Pressure Safety Injection I (LPSI) flow. Failure of HV-9322 (secured closed) results in failure of one out of four flow paths of LPSI injection to the RCS. The major risk contributing factors involve random failure of the other LPSI MOV on the intact RCS path (i.e., HV-9325,9328,9331) to open on demand, MOVs unavailability due to maintenance (being in a closed position), CCF of the other trains MOVs to ,

open on demand, failure of the 480 V motor starters that supply power to MOVs, or failure of the l RCS injection path check valves to open on demand associated with other trains (i.e., IB,2A,2B).

There are no LERF sequence cutsets, including HV-9322 failure, above the cutoff value of 1.0E- l 9/yr, hence the impact on LERF of a LPSI valve in the secured closed position is negligible. The CDF and LERF sequence cutsets with frequencies above the cutoff value of 1.0E-9/yr for the case where HV-9322 is secured closed are given in Attachment A.

4. Describe how uncertainties were considered? Were sensitivity studies performed to address the impact of variation in preventive maintenance times?

The PRA results reflect point estimates (or mean values) of core damage and large early release risk.

Since the change in risk (i.e., ICCDP and ICLERP) for all the configurations, as shown in Table 1, are well below the Regulatory Guide 1.177 acceptance criteria (i.e., about two orders of magnitude smaller than the ICCDP criterion of 5.0E-7 and more than three orders of magnitude smaller than the ICLERP criterion of 5.0E-8), it isjudged that the point estimate analysis is sufficient for this application, and therefore, no uncenainty or sensitivity analysis was performed.

1 During MOVATS testing, what is the position of the valve and could the valve be opened to perform its ESF function? If so,is this recovery credited in the PRA? The required action in the TS is to " secure the inoperable valve (s) in its ESFAS position."

Does this mean to manually lock open the valve?

To allow MOVATS testing the Operations department down powers the valve in the open position and declares the valve inoperable. During the MOVATS testing the valve is stroked and any required preventive maintenance is performed. Locking the valve in any one position would prevent MOVATS testing.

The PRA assumes that the valves are secured in the closed position (i.e., non-ESFAS position)in the evaluation of the impact of the proposed AOTs on plant risk. No valve recovery is ciedited in the PRA model.

Tier 2: Consideration ofIligh Risk Configurations Provide details about compensatory measures taken before a D.I. or D.2. containment isolation valve is taken out of service.

No compensatory measures are taken. The only actions the Operations department performs is to declare the valve inoperable and down power the valve in the open postion.

Ti.e PRA analysis does not give credit to any compensatory measures in assessing plant risk.

However, it is noted that in the case of Charging Valve HV-9200, it is important that the plant cannot be operated for an extended time with this valve closed and an alternate charging path out of service. The results of the PRA analysis indicate that if the plant is operated for the proposed AOT of 3 days with HV-9200 secured closed and an alternate charging flow path via the line to the HPSI head in service (per plant procedure AOI SO23-13-14), the risk acceptance criteria in Regulatory Guide 1.177 would be met. Credit for operator action to establish an alternate charging flow path upon closure ofHV-9200 was added in the PRA model in support of the amendment requests.

Tier 3: Configuration Risk Management Program (CRMP)

Describe how the SONGS CRMP is used to reduce risk when a D.I. or D.2. containment isolation valve is taken out of se:Tice.

The SONGS CRMP does not reduce risk, but is utilized to manage risk. The CRMP provides a proceduralized risk-informed assessment to manage the risk associated with equipment inoperability.

The program applies to technical specification stmetures, systems, or components for which a risk-informed Completion Time (CT) has been granted. The containment isolation valves for which risk-informed Completion Times are proposed would be subject to the CRMP. As indicated previously, the SONGS CRMP tool can address the safety significance of unavailability of these i

a. Provisions for the control and implementation of a Level 1 at power internal events PRA-informed methodology. The assessment is capable of evaluating the applicable plant configuration.
b. Provisions for performing an assessment prior to entering the Limitations, Conditions of Operation (LCO) Condition for preplanned activities.
c. Provisions for performing an assessment after entering the LCO Condition for unplanned entry into the LCO Condition.
d. Provisions for assessing the need for additional actions after the discovery of additional equipment out of service conditions while in the LCO Condition.
e. Provisions for considering other applicable risk significant contributors such as Level 2 PRA issues, and external events, qualitatively or quantitatively.
