This refers to the routine inspection conducted by Mr. T. Koshy of this office !
on September 12-16, 1988 at Pilgrim Station Unit 1 and your Engineering Office !
at Braintree, Massachusetts of activities authorized by NRC License ho. DPR-35
and to the discussions of our findings held by Mr. Koshy with Mr. E. S. Kraft
at the conclusion of tSc inspection.
Areas examined during tFis inspection are described in the NRC Region I i
Inspection Report which i enclosed with this letter. Within these areas, the
inspecticn consisted of aelective examinations of procedures and representative f
records, interviews with personnel, and observations by the inspector. I
Based on the results of this inspection, it appears that certain of your i
activities were not conducted in full compliance with NRC requirements, as set i
forth in the Notice of Violation, enclosed herewith as Appendix A. These viola- I
tions have beer, categorized by severity level in accordance with the "Genera) :
Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2
Appendix C (Enforcement "olicy). This notice is sent to you pursuant to the !
provisions of Section 2.201 of the NRC's "Rules of Practice," Part 2 Title 10,
Code of Federal Regulations. Although Section 2.201 requires you to submit to
this office, withir 20 days of your receipt of this notice, a written statement
of explanation, we note that these violations were corrected and corrective
actions were taken to prevent reoccurrence prior to the completion of our
inspection, and therefore, no ,esponse with respect to this matter is required.
No reply to this intter is required. Your cooperation with us in this matter
is appreciated.
