Edwin I. Hatch Nuclear Plant, Unit 1 Georgia Power Company's letter SL-975 dated July 9,1986 lists an August 30, 1977 letter proposing changes to the Hatch Unit 1 Technical Specifications related to spent fuel cask handling. Our project file on this item contains a July 1981 note prepared by M. Fairtile who was the NRC project manager for Hatch at that time, stating that per phone call with Ray Baker on July 14, 1981, Georgia Power no longer needs the Technical Specification change applied
.for in its August 20, 1977 License Amendment Request. The reason given is that Georgia Power Company has sufficient fuel pool capacity not to need to use a spent fuel cask. On the basis of this conversation, the NRC activity on this matter was closed out.
We suggest that, in view of your proposed Technical Specification Improvement Program, that you consider withdrawing this request and taking care of it with the major revisions that you expect to propose in this improvement program.
However, if you feel that you still need this proposed change, we request that you reconsider your proposal and modify it as needed to reflect the current technical Specifications which were changed by Amendment 74 to the Unit I license.
