OF TELEPHONE CONVERSATION OF FEBRUARY 11,1998 ON PROPOSED TECHNICAL SPECIFICATION CHANGE REGARDING COOLANT CHEMISTRY (TAC NO. M99130)

On February 11,1998, the NRC staff discussed, via telephone, the licensee's progress in responding to NRC requests for additionalinformation that were requested during a telephone call on August 22,1997. The requests are in regard to the licensee's application for a license amendmerit to change the reactor coolant chemistry requirements in the technical specifications (TSs) for N!ne Mile Point Nuclear Station, Unit No.1. Participants in the call are listed in.

The discussions included the follodng prior items' 1.

The apparent discrepancy between the sampling rate of 3 times pc, week in proposed TS 4.2.3 and the limitation of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> in proposed TS 3.2.3c.

2.

Supplementing the proposed TS Bases to address Action Level 1 from the EPRI Chemistry Guidelines (ERPR TR 103515 R1, BWRVIP 29).

3.

Supplementing the proposed TS Bases to identify the sampling location.

4.

Whether the logic condition in proposed TS 3.2.3d is intended to address mutually inclusive conditions (e.g., should the "and" be an "or," or should the TS be otherwiso clarified?).

The NRR Project Manager expressed concern that the response to the August 22,1997, call has not been timely. The licensee replied that a response to these items would be submitted in the near future.
