However, no more than two alternates shall participate as voting members in SRC activities at any one time.

CONSULTANTS 6.5.2.4 Consultants shall be utilized as determined by the SRC Chairman to provide expert advice to the SRC.

3. The Executive Vice President & Chief Eng1neer -

Engineering & Design now reports to the First Executive Vice President - Operations.

The position of First Executive Vice President & Chief Development Officer has been eliminated.

The Director - QA will report to the Senior Vice President - Appraisal and Compliance Services.

Consequently, the QA Superintendent & Staff will now report to the Director - QA.

Proposed Changes to Subsection 6.5.2.2.

The proposed changes to subsection 6.5.2.2 of the Technical Specifications consists of the following changes:

Purpose of the Proposed Chance The-purpose of this amendment to the James A. FitzPatrick j

Technical Specifications is to reflect _the reorganization-of the Authority.

The changes in organizational structure are 4

designed to provide focused functional area management and efficiency.

Evaluation of Proposed Changes to Figure 6.1-1

l. The Department of Appraisal and Compliance Services will retain all functions of the-former Department except for the functions of Reliability Services.

These functions have now been assigned to the Department of Engineering & Design.

It is appropriate that Reliability Services Report through engineering since engineering and purchase standards are set in this area.

2. The only change for the Director of the Safety and Fire Protection is in reporting responsibility.

He now reports to the new position of Director of Security, Safety, and Fire Protection.

3. Staff support engineering is consolidated under the Executive Vice President & Chief Engineer -

j Engineering & Design.

This permits optimal use of j

department resources.

Realigning the reporting i

responsibility of this position to the First Executive j

Vice President - Operations relieves the Engineering Department of direct construction responsibility.

Evaluation of Proposed Change to Figure 6.2-1 This item is reflected in the change of title of the J

j Senior Vice President - Appraisal & Compliance Services.

In addition, the Director - QA has been added.

The Director - QA has the day-to-day responsibility and authority for the development, implementation _and-maintenance of the QA Program.

The Director - QA will provide for a closer monitoring of safety related activities and will report to affected department heads concerning QA Program _ requirements.

Evaluation of Proposed Changes to Subsection 6.5.2.2 The responsibility and title changes for the Vice Presidents of Nuclear Operations, Nuclear Engineering, and Nuclear Support will allow for managerial efficiency and consi'stency of overall activities in each of their specific areas.

All the Vice Presidents mentioned above report to the position of Executive Vice President -

Nuclear Generation.

In addition, all the individuals described in this section meet the minimum acceptable levels set forth in ANSI N18.1-1971, as applicable.

III.

Impact of the Proposed Chanad The proposed changes are purely administrative in nature in that they reflect the corporate reorganization.

As such, the changes will not impact the operation of the facility as defined in the JAF FSAR and SER.

Operation of the FitzPatrick plant in accordance with the proposed amendment would not involve significant hazards considerationc since it would not:

1) involve a significant increase in the probability or consequences of an accident previously evaluated since the reorganization of the Authority is purely and administrative change and does not involve a hardware or procedural change to the facility.

The chain of command from the President and Chief Operating Officer to the i

facility Resident Manager does not change in length or in personnel.

The changes in title for the SRC members does not involve changes in personnel or SRC function.

All personnel affected by the reorganization continue to meet the educational and experience levels described in the FitzPatrick FSAR for positions previously having these responsibilities.

This change will not adversely impact previously evaluated accidents.

2) create the possibility of a new or different kind of accident from any accident previously evaluated because the reorganization is designed to enhance the management and efficiency of the Authority.

This cannot create the possibility of a new or different kind of accident.

3) involve a significant reduction in margin of safety, since all individuals affected by the reorganization described in-this application continue to meet the educational and experience levels demanded in the FitzPatrick FSAR for positions previously having these responsibilities.

In the April 6, 1983 Federal Register, Vol. 48, No. 67, Page 14870, the NRC published a list of examples of amendments that are not likely to involve a significant hazards concern.

Example (i) of that list applies to the reorganization of the Authority and states:

A purely administrative change to technical specifications: for example, a change to achieve consistency throughout the technical specifications, correction of an error, or a change in nomenclature.

Implementation of the Proposed Chance The proposed change will not adversely impact the ALARA, Security of Fire Protection programs at the FitzPatrick plant, nor will it impact the environment.

V.

Conclusion The change, as proposed, does not constitute an unreviewed l

safety question as defined in 10 CFR 50.59. that is, it (a) will not increase the probability or the consequences of an accident or malfunction of equipment important to safety as evaluated previously in the safety analysis report; (b) will not increase the possibility of an accident or malfunction of a different type than any evaluated previously in the safety analysis report; (c) will not reduce the margin of safety as defined in the basis for any technical specification. (d) does not constitute an unreviewed safety question; and (e) involves no significant hazards considerations, as defined in 10 CPR 50.92.
