Technical Specification Amendment for Cold Leg Accumulator Boron Requirements l

Dear Mr. Denton:

i By letter dated August 19, 1985, Duke Power Company proposed changes to the

l. McGuire Nuclear Station Technical Specifications to allow more time to restore l the boron concentration in a cold leg accumulator that is out of specification.

l By letter dated December 5,1985, NRC requested additional justification ad-I dressing a lower boron limit or a modification of the proposed specification.

In accordance with this request, please find attached a supplemental proposal to address a lower limit on boron concentration.

The supplemental proposal would establish a lower limit of 1500 ppm volume weighted average for the three limiting accumulators or to be in e one hour action statement prior to initiating shutdown (six hours would b2 allowed I

for a weighted average of 1500-1900 ppm, twenty four hours if greater than 1900 ppm). The proposal also clarifies the bases based upon these proposed changes.

Attachment I contains the proposed Technical Specification Changes; Attach-ment 2 contains the Justification and Safety Analyses in support of the i

proposed changes;. Attachment 3 provides a determination that the proposed changes do not involve any significant hazards consideration as defined by 10CFR50.92.

This request is supplemental to an earlier submittal and in response to an NRC letter, hence no application fees are required.
