By letter dated December 6, 1985, the Commission issued Amendment No. 107 to Provisional Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit No. 1.

That amendment approved a number of changes to the technical specifications, which you had requested, and allowed full power operation l

following completion of Reload 10. We also noted, in that letter, that our detailed Safety Evaluation of the inspection and repairs performed during the Reload 10 refueling outage would be transmitted separately.

We have completed our review of your submittals, dated July 1,1985 (NRC Safety Evaluation dated August 14,1985), December 12, 1985, January 13, 1986 and February 12, 1986, regarding the inspection and repairs performed on the jet pump instrumentation nozzle assemblies, isolation condenser piping and high pressure coolant piping during the 1985 refueling outage. As described in the enclosed Safety Evaluation, we conclude that the IGSCC inspection and repairs performed during the 1985 outage provide reasonable assurance that the Millstone Unit 1 plant can be safely operated for the current fuel cycle ending July-August 1987.

i During the 1985 outage, a total of 115 welds were ultrasonically inspected.

Cracks were found in seven welds, including one weld (RCAJ-1) which was reported to have an acceptably small crack during the previous refueling outage. All of the six (6) cracked welds found during the Reload 10 outage were repaired by weld overlay. Weld RCAJ-1 did not require repair because there was no apparent crack growth or new cracks since the cracks were initially detected during the 1984 refueling outage (Reload-9).

Because of continued interest in the experiences of IGSCC in BWR piping, we will require that a plan for inspection and/or modification of the recirculation piping and other appropriate portions of the reactor coolant pressure boundary for the next refueling outage (Reload 11) be submitted for our review and coment at least three months before the start of the Reload 11 refueling outage.
