SUMMARY

ON ACRS SUBCOMMITTEE REVIEW 0F CONVERSION OF POL TO FTOL FOR MILLSTONE NUCLEAR POWER STATION, UNIT N0. 1

, On November 18-19, 1985, the NRC staff and an ACRS Subcomittee met with representatives of Northeast Nuclear Energy Company (NNECO) to discuss and review the conversion of the Millstone Unit 1 Provisional Operating License (POL) to a Full-Term Operating License (FTOL).

In the afternoon of November 18, 1985, the ACRS members and the NRC staff toured the Millstone Training Facility and Millstone Nuclear Power Station, Unit 1. The tour of the Training Facility included the Millstone Units'2 and 3 simulators. The site inspection was extensive and included a tour of

, the Millstone Unit 1 Reactor Building. Following the site inspection, the licensee presented the operating philosophy and experience of Unit 1 along with major modifications to the site since the issuance of the POL.

Response to major regulatory changes including the TMI Action Plan were specifically addressed. The Senior Resident Inspector presented the history of the Unit 1 operating performance from issuance of the POL to the present with an emphasis on post-TMI performance.

On November 19, 1985, the staff presented to the ACRS Subcommittee a sumary of the pending actions related to the Systematic Evaluation Program (SEP),

Unresolved Safety Issues, and TMI Action Plan Items. The staff also presented a review of the Integrated Plant Safety Assessment Report (IPSAR) and a review i of the Integrated Safety Assessment Program (ISAP) for Millstone Unit 1. The licensee presented the results of Millstone's Probabilistic Safety Study. In .

j the afternoon, the licensee presented several general items of interest:

(1) Integrated Emergency Response Capabilities, (2) Plant Maintenance Programs, and (3) Emergency Preparedness Programs. Members of the staff presented 5 selected NUREG-1143 Items of interest including the NRR staff conclusion that the 40 year FTOL requested for Millstone Unit 1 be granted. On November 20, 1985, members of the staff toured the Millstone Unit 1 Reactor Building including the drywell. Access to containment was possible because the unit was in the midst of Reload #10. In company with a NNEC0 health physicist and the Senior Resident inspector, we were able to locate several items of interest in the drywell: jet pump risers, reactor vessel instrument line pipe penetration welds involved in the IGSCC ultrasonic inspection program, large drywell vents, seismic restraints, safety relief lines, and the ongoing replacement of containment ventilation heat exchangers. In addition, we toured the site and of particular interest was the Millstone intake structure.

NNECO representatives reported that the reload outage schedule had slipped a few days but plant startup was stiil scheduled for early December.
