SUBJECT:

STAFF REQUIREtiENT: S Y-97-183 - CRITERIA FOR FUNDING AGREEMENT STATE TRAINING. TRAVEL. AND TECHNICAL ASSISTANCE I disapprove Version C of the subject SRM for the following reason.

I appreciate the need to prioritize admission of students for NRC training classes. However. I believe the priority system should include health and safety factors, and not be based solely on an Agreement State's ability to obtain adequate unding for tuition and/or travel. While I appreciate the need to take into account costs, letting budgetary considerations supersede safety considerations. when not absolutely necessary, would appear to be inconsistent with our statutory mission.

The proposed priority system in Version C. in my view, effectively negates the statements of need in the first bullet of the SRM.

It is my opinion that the Agreement States' training needs should be the most important factor in deciding class admission.

If thi.; is not th(. case. it is possible that students from an Agreement State that are in dire need of training. as identified either by the State or by NRC through its review of the State's program, could be excluded from training even if the State meets the criteria for NRC funding.

I believe that the criteria developed to determine if a State has made every reasonable effort to obtain funding for training adequately addresses the issue of " pro forma" application for assistance.

I request that this memorandum be included in the voting record for SECY 183.
