l Comments of Commissioner Dieus on SECY-97-183
! approve staffs proposed criteria for NRC funding of Agreement State training and travel. I also approve handling technical assistance to Agreement States on a case-by-case basis. The staff should be commended for its thorough consideration of the Agreement State's comments when redrafting the proposed criteria.
At the conclusion of FY 1998, the staff should evaluate the effectiveness of the criteria and their application during the prior 12-month period. The staff should report its findings to the Commission no later than December 31,1998. The staffs paper should iriclude proposed modifications to the criteria or their application if the need for change is indicated.
The staff should make the following minor changes.o the proposed criteria, logic flow diagram, and questionnaire.

Criteria two commas should be added to page 1, paragraph 3, sentence 1 as follows. "The staff understanding is that, at a minimum, the NRC will make training. "

Loaic Flow giagram: the diagram should exclude reference to technical assistance.
