Chairman Jackson's Comments on S2CY 97-183 I approve the staff's proposed critoria for NRC funding of Agreement State training, travel, and technical assistence. I continue to strongly support the criteria that the States must provide a documented statement frocl a high ranking State Official that funds approved by the legislation are not sufficient; and the criteria that the state must provide sufficient infonnation to NRC staff so that the NRC can determine that the State has attempted to obtain, but does not have sufficient funding. However, the staff should include some limitation on the repeated use of this program, so that the States do not come to rely on this fund as matter of routine funding for training programs. Therefore, the staff should develop an additional criteria which would limit the tot:1 number cf training requests that the NRC will approve for an individual State ever a five year period. This number should be based on the size of the Agreement State program and the projected training needs of the individual states so as to provide an equal incentive for all states to seek funding to cover their training needs Independent of the NRC. At the end of a three year period, NRC should re-evaluate this funding orogram to determine if it has oeen effective in providing an incentive for the Agreement States to fund the full costs of their respective programs.
