Gentlemen:

This refers to the inspection conducted by Mr. T. F. Westerman and other members

of the Region IV Comanche Peak Group during the period November 1-30, 1985, of

activities covered by NRC Construction Permits CPPR-126 and CPPR-127 for the

Comanche Peak Steam Electric Station, Units 1 &nd 2, and to the respective

discussion of our findings with Messrs. R. E. Camp and J. T. Merritt, and other

members of your staff at the conclusion of the inspection.

Areas examined during the inspection included construction and Comanche Peak

Response Team activities. Within these areas, the inspection consisted of

selective examination of procedures and repre 'ative records, interviews with

personnel, and observations by the inspectors. .hese findings are documented in

the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title'10, Code of Federal Regulations.

Your response should be based on the specifics contained in the Notice of

Violation enclosed with this letter.

During this inspection, it was found that certain of your activities appeared

to deviate from commitments made to the NRC. These items and references to the

commitments are identified in the enclosed Notice of Deviation. You are

requested to respond to these deviations in writing. Your response should be

based on the specifics contained in the Notice of Deviation enclosed with this

letter. With respect to item A.5 in the Notice of Deviation, out-of-scope

examples of incorrect tagging were also observed during the inspection as

discussed in paragraph 7.e.(2) of Appendix D of this report. You are

requested to include these inspection findings in your response to item A.5,

taking into consideration that they pertain directly to the applicant and not

the reinspection effort.

Six unresolved items are identified as follows in the enclosed inspection

report: Apperdix C, paragraphs 3. 4.a. 4.b. and 6; Appendix D, paragraph 6.a.

We have also examined actions you have taken with regard to previously

identified inspection findings. The st eus of these items is identified in

paragraph 2 of Appendix C, and paragraph 2 of Appendix D of the enclosed report.

The responses directed by this letter and the accompanying Notices are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
