The Statement of Work in Enclosure 1 details the required work and should be used as the basis for preparing a proposal 3

Also, prior approval by me in writing is re:;uired before initia-tion of any subcontractor effort. Please sulnit a proposal containing, as a minimun, the infomation set forth in Enclosure 2 Proposal Content, in the format of the Statement of Work within 30 days to:

i j Backaround The Reactor Fuels Section issued its first annual report on U. S. commercial l j reactor fuel performance for the year 1978. Since 1979, the reports have 4 j been prepared in cooperation with Battelle Pacific Northwest Laboratories. { The reports deal mainly with the status of observed problem areas and fuel i* surveillance and lead-testing-assembly programs. The reports provide useful j insights on operational perfomance and design trends. ~ . Objective .j The objective of this work is to evaluate fuel operating perfomance for the j calendar year and to obtain assistance in the preparation of a report ]j summarizing that perfomance and related surveillance and extended burnup programs. This annual report will be used by the staff in the analysis of

]                           damage trends and design effects.

I - Work Reouirements In carrying out the following tasks, the contractor will work closely with 3.q; NRC Reactor Fuels Section staff, who will provide some of the perfomance

(f) List of Generic Actions Taken by NRC Fuel Section - In this g                   section there should be a listing of the generic action items under-1                 taken by NRC's Reactor Fuels Section. The list should contain a                  (1) the subject (e.g., PWR Rod Bowing), (2) the memorandun (author, title, date), that addresses the subject, and (3) a one-sentence description of the significance of the action.

i Business Letter Report j A monthly business letter report will be submitted by the 20th of the month H to the-Reactor Fuels Section Leader with copies provided to the Project Manager, the Director, Division of Systems Integration (ATTN: Sybil Boyd), < L. S. Rubenstein, DSI and Mr. B. L. Grenier, NRR. These reports will g identify the title of the project, the FIN, the Principal Investigator, the period of performance and the reporting period and will contain two sections as follows: d
