SUBJECT:
CATAWBA NUCLEAR STATION - REVISED COMMITMENT TO GENERIC LETTER 89-13,
- SERVICE WATER SYSTEMS * (TAC NOS. MA0198, MA0199, M73980, AND M73981)
Dear Mr. Peterson:
On November 25,1997, Duke Energy Corporation (Duka) submitted a letter to the NRC requesting a change to previous commitments that Duke made in response to Generic Letter (GL) 8913,
- Service Water System Problems Affecting Safety Related Equipment," at the Catawba Nuclear Station. GL 8913 recommends that an ongoing program of surveillance and control techniques be implemented anct maintained to significantly reduce the incidence of flow blockage problems as a result of biofouling. A program acceptable to the NRC would be to visually inspect the intake structure, once per refueling cycle, for macroscopic biological fouling organisms, sediment, and corrosion. Levers dated January 26,1990, and October 20,1993, from Duke to the NRC, contained conflictire information regarding the frequency of the intake structure inspections. The January 26,1990, letter stated that intake structure inspections would be performed every refueling outage, and the October 20,1993, letter stated that the inspections had been and would continue to bo performed annually, in its November 25,1997, letter, Duke clarified this commitment to state that the intake structures will be inspected during every Unit 1 refueling outage, beginning with the upcoming refueling outage,1EOC10. The staff reviewed the revised commitment against GL 8913, and also considered the satisfactory results from the previous intake structure inspection. Based on its review, the staff finds that the change to the GL 8913 commitment is acceptable. If you have any questions, please contact me at (301) 415-1451, Sincerely, Original signed by Peter S.
