Subject:
Duke Energy Corporation Catawba Nuclear Station, Unita 1 and 2 Docket Nos. 50-413 and 50-414 Generic Letter 89-13 " Service Water Systems" The purpose of this letter is to clarify the commitments made-in response to Generic Letter 89-13 regarding inspections on the Nuclear Service Water intake structures at Catawba Nuclear Station.
The last inspection was performed during the 1EOC8 refueling outage in 1995.
Better than anticipated results of that inspection caused a
decision to be made to delay the frequency of the next inspection.
A periodic review of the system health of the Nuclear Service Water System noted responses to Generic Letter 89-13 to the NRC dated January 26, 1990 and October 20, 1993 of fered conflicting information regarding the frequency of inspections of the intake structures.
The original response to Generic Letter 89-13 dated January 26, 1990 stated that inspections would be performed every refueling outage.
The supplemental response dated October 20, 1993, updating the status of the inspection
- program, stated that the inspections had been and would continue to be performed annually.
This letter. is to clarify the commitment to inspect the
-Nuclear Service Water intake structures.
Beginning with the upcoming refueling outage, 1EOC10,- the intake structures I
,O will be inspected during every unit i refueling outage.

U.S. Nuclear Regulatory Commission November 25, 1997 Page 2 Three Periodic Maintenance work orders were 7tablished in 1990 as a result of the January 26, 1990 letter to inspect the intake structures on a once per refueling outage basis.
Based on better than anticipated inspection results, one i
work order inspection frequency was changed in 1994 to "as required".
Satisfactory results in the most recent inspection in 1995 caused a decision to be made to inspect the intakes every second refueling outage. The individuals involved in these decisions did not realize that these work orders were a commitment to Generic Letter 89-13.
Immediate corrective actions have been taken to schedule an inspection of the intakes in the upcoming 1EOC10 outage scheduled to begin November 28, 1997.
The inspection frequency on the work orders has been revised to coincide with the unit i refueling outages.
The work orders will reference the NRC commitment to GL 89-13 to ensure that future inspections are performed in compliance with the schedule delineated in this letter.
Results of future inspections will be evaluated to verify the inspection frequency is appropriate.
Any change in the inspsction frequency will be noted in a
supplemental response to Generic Letter 89-13 and will discuss any further or additional corrective actions.
