STATEMENT Place: Houston, Texas Date: February // ,1982 I, Houston Lighting & Power Company (HL&P),

hereby make the following voluntary statement to Mr. D. D. Driskill, who has identified himself to me as an investigator and Mr. J. E. Gagliardo, Director, Reactor Projects and Engineering Programs, U. S. Nuclear Regulatory Commission.

I make this statement freely with no threats or promises of reward having been make to me.

o'd In eat 4y 1980, it became apparent to me that Brown & Root, Inc. (B&R) engineering was experiencing problems. This judgment was based on the number of 50.55(e) reports being submitted to NRC containing engineering overtones. Whe joined HL&P, he expressed the need to have an engineering assessment by a third party. Quadrex was namejto perform this assessment in late December 1980 or early January 1981.

During the course of the Quadrex assessment, briefed me periodically regarding the progress of the assessment. I did not attend the Quadrex mid-April interim report meeting or the May 7,1981 final report meeting. Subsequent % to our May 7,1981 receipt of the Quadrex report, HL&P and B&R conducted detailed reviews to identify items reportable under 50.55(e). called me late on Friday, May 8,1981, and told me that three reportable items had been identi fied.

Although I did not attend this briefing, I know tha was made aware that a copy of the re ort was available for to see. s Statement briefing NRC. There was no intent on our part to withhold information concerning the Quadrex report from NRC, Region IV. In late August 1981, I identified to that we had received the Quadrex report and would be willing to discuss it with Region IV.

I know that a number of copies of the Quadrex report were maintained by HL&P and B&R and am of the impression that a copy of the report was at STP. In August 1981, alled me and sai an were looking at STP QA activities and wanted to see the Quadrex report. I told to let ttem see the report. I never instructe.1 anyone to withhold the report from NRC.
