INVESTIGATION CONCERNING THE QUADREX REPORT Enclosed for your infonnation/ action is a recently received report of investi-gation (ROI) into allegations that the Houston Lighting and Power Company (HL&P) deliberately withheld the QUADREX REPORT from the NRC (Enclosure). 'The allegation, which was made by Mr. Lanny SINKIN, Citizens Concerned About Nuclear Power, was investigated by NRC Region IV.

Region IV (through Section Chiefh. A. Cross ) has stated that no regulation exists whish wou equire HL&P to have provided th UADREX REPORT to the NRC. According toKR05 the only regulation requiring a licensee to report infonnation to the NRCis 10 R Part 50.55 (e), a provision with which HL&P thus far appears to be in compliance. It should be.noted that the investigation focused on the narrow issue of whether HL&P deliberately withheld the QUADREX REPORT from the NRC. The broader question, i. e., the significance of the report itself, is the subject of an evaluation currently underway in Region IV and is scheduled for completion in September 1982. Thus far, Region IV has identified no reportable items (under 10 CFR Part 50.55 (e)) beyond those already reported to the NRC on May 8,1981.
