CATAWBA NUCLEAR STATION - SAFETY EVALUATION OF DUKE ENERGY CORPORATION'S PROPOSED EMERGENCY ACTION LEVEL CHANGES (TAC NOS. M96519 AND M96520)
Dear Mr. Peterson:
By letter dated August 29,1996, as : ipplemented by letters dated March 29 and October 21, 1997, Duke Energy Corporation (formeriy Duke Power Company, the licensee) submitted proposed changes to the Catawba Nuclear Station, Units 1 and 2 emergency action levels
. (EALs). The proposed EAls incorporate the guidance in NUMARC/NESP 007, Revision 2,
" Methodology for Development of Emergency A.ction Levels." NUMARC/NESP-007 was endersed by the staff in Regulatory Guide 1.101, Revision 3,
- Emergency Planning and Preparedness for Nuclear Power Reactors," as an acceptable method for meeting the requirements of 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50.
The staff has completed its review of the proposed changes and their supporting documentation. As a result of that review, the staff concludes that the changes, as written, meet the requirements of 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50. Details of the staff's review are set forth in the enclosed Safety Evaluation.
Please note that, as stated in the Safety Evaluation, the approval of the proposed EALs is contingent on your discussing and obtaining an agreement from the offsite authorities before implementation.
