Enclosed is a copy of correspondence from our Region V staff (without enclosures),
which recommends that five rooms in the Specialty Fuels Building be released for unrestricted use (with respect only to plutonium). We have reviewed the i
final ORAU report (copy enclosed) and agree that contamination levels are below limits in the NHSS " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source or Special Nuclear Material," July 1982, and that the facility, with the exception of the vault, may be released for unrestricted use (plutonium only).
In the Safety Evaluation Report enclosed with our November 26, 1985, letter, we indicated that the staff had no objection to outdoor construction of I
incinerator facilities. With the completion of the plutonium decontamination program, the staff has no objection to indoor construction of incinerator facilities.
In separate correspondence, we will take action on your amendment application to restrict activities and place of use with plutonium to the Specialty Fuels Building vault.
