FORT CALHOUN STATION, UNIT NO.1 - AMENDMENT NO.188 TO FACILITY OPERATING LICENSE NO. DPR-40 (TAC NO. M98619)
Dear Mr. Gambhir:
The Commission has issued the enclosed Amendment No.188 to Facility Operating License No. DPR-40 for the Fort Calhoun Station, Unit No.1. This amendment consists of changes to the Technical Specifications (TS) in response to your application dated April 17,1997.
The amendment revises TS 2.12 " Control Room System," to delete the limiting condition for operation (LCO) and surveillance for control room temperature and replaces it with an associated LCO and surveillance for the control room air conditioning system. In addition, the amendment revises TS 2.1, " Reactor Coolant System," TS 2.6, " Containment System," and TS 2.8, " Refueling Operations," and the associated surveillance requirements to incorporate the design basis requirements for refueling operations and to correspond to NUREG-1432,
" Standard Technical Specifications Combustion Engineering Plants."
Previous amendments involving the relocation of provisions from technical specifications to the Updated Final Safety Analysis Report and other licensee controlled documents have included license conditions in an Appendix to the operating license entitled " Additional Conditions."
Please note that the license condition pertaining to the placement of the relocated provisions of this amendment is included in the implemer.tation section (item 3) of the license amendment itself. This change in the NRC staffs practices is be!ng made to improve regulatory processes and minimize the need for future amendment requests.
